Cllr Pey said he would aend and Cllr Barker offered to help. Boundary review The changes to the Kings Hill boundarywere reported and itwas noted that area A1, which included the Sports Park, would be moved within the Kings Hill boundary at the next election. Speed indicators Cllr Pey had aended a meeting with Liberty Property Trust where the possibility of speed indicators around Kings Hillwas discussed. Groundsman After a discussion itwas agreed to recruit at groundsman for the Sport Park.


Leybourne


Lier pick Cllr Chapple said the uniform group did a splendid job picking up lier in the area. Fewer bags of rubbishwere collected than in the past which may have been down to the Community Payback work. Cllr Chapple presented the group with their usual cheque for £150. Police maers Fencing on Lilliburn had been damaged. The clerk reported this. Code of conduct Cllr Chapple asked that all parish councillors review the code of conduct adopted by the parish council. CCTV upgrade The work at the pub had been completed but Sunstone required further access which the site managerwas arranging. Vegetation would need to be trimmed seasonally to maintain the signal. Football club The clubwas trying to arrange a meeting with TaylorWimpey regarding the pitches. The residentswanted the club to stay but the Community Development Trust was a shadow organisation that would not be set up until 2020 and the lease would expire. Cllr Harrison said theywere trying to get a meeting with theHCAto extend the lease in the meantime. Play area Therewas a request for a barrier at the end of the children’s play area where the footpath meets the road at Lilliburn to prevent children running into the road. Police maers There had been two thefts of motor vehicles, one theft from a vehicle and two burglaries. Road-widening County Cllr Mahew Balfour said the delay in the widening of the A228 at Mereworthwas due to lack of information about the location of BT cables and land acquisition. It would be done as soon as possible. Village caretaker Mr Berwick had closed his business and no longer had insurance. The clerk had asked the parish council’s insurers to cover him but they could only cover volunteers and employees under the policy. Mr Berwick had therefore retired as village caretaker. He had recommended Kentish Stone Ltd and the clerk had contacted them. They agreed to take on the tick list and minor works from October 1, working one day per month at £155 a day.Any larger works would be quoted for. Highways Itwas agreed to purchase No Parking signs for the Seven Mile Lane verge. Cllr Katherine Eykelenboom said she had seen several examples of parents with children crossing Seven Mile Lane in a dangerous manner. The chairman would contact the head and school governors. Allotments The lease had been received for Great Fowle Meadow and itwas agreed to sign. Most of the allotmentswere full of weeds. This had been a difficult year but the clerkwas asked to write to the holders asking them to make an effort to keep the plotsweed free next year. NeighbourhoodWatch Fruit had been stolen from local trees. The chairman said fruit had been stolen from his fields. Play area signage Temporary laminated signswere inadequate and itwas agreed to pay £50 for a bespoke aluminium sign. Boundary changes The council would send in an objection to the changes. Councillors were encouraged to write individually. Vegan fair There had been a request for a vegan fair at the pavilion and car park in June 2017, whichwas agreed.

Local plan The deadline for the Local Plan consultationwas November 25. Boundary changes Residentswere encouraged to respond to the proposals for the new parliamentary constituency boundaries in the south-east – the consultation runs until December 5 andwas available at www.bce2018.org.uk. The proposalwas to includeOamin the parliamentary constituency with Sevenoaks. Christmas tree The lighting of the tree would take place on Sunday, December 4, with mulled wine and mince pies in the Kings Arms pub afterwards. council would contribute to the costs. Quiz night The parish council would be holding another quiz night in February to raise funds for village projects. Blaise Farm Some residents had reported problems with vibrations from blasts at Blaise Farm.Any problems should be reported to the clerk who would provide contact details for KCC.


Ryarsh


Broadband Details of problems with broadband had been sent toMPTom Tugendhat. Play area Councillors approved works to replace old equipment next year and would look at grants and funding options. Village hallAdonationwas approved to help replace a large area of flooring in the hallways and commiee room. Funding Tonbridge and Malling Council had confirmed that two elements of parish council funding would be taken away. Instead of this money being collected from residents and passed on to parish councils, those PCs can collect the money direct from the residents through the precept. Ryarsh parish council would consider the precept at the December and January meetings.


Wateringbury


Highways Cllr Balfour reported a problem with the sensors at the traffic lights and said the road would need to be dug up to repair them. He also referred to the problems at PizienWell Road on the Tonbridge Road. Kent Highwayswas planning to realign the road and possibly to put up speed indicator signs. The Highways Agencywas looking at plans for smaller lorry parks inWest Kent. Local plan Cllr Balfour said the highway network needed improving with extra housing, but therewere no plans to mitigate problems associated with additional housing. Boundary changes Under the proposed changes,Wateringbury constituency would become Chatham and The Mallings. Itwas agreed to comment on this proposal and draft comments would be agreed at the next meeting. FundingAleer from Tonbridge and Malling Council recommended that all funding arrangements would cease from 2017/18. The chairman said this would mean a loss of about £12,000 income per year to the parish, which would affect the precept. Drayhorse MeadowAmeeting with tenants showed the site to be in good order. Cllr Stones would check with John Ibbs to establish if the CCTV on the pavilion covered any part of the meadow. Donation Itwas agreed to send a donation of £50 to the Heart of Kent Hospice in respect of the late Vera Thompse. Allotments The response to Allotment Watch had been poor, with only one allotment holder in favour and others saying they used the communal tools or brought and took home their own. Villagewarden Following John Ibbs’ last report he had asked for an additionalwaste bin in the play area. TMBS could supply and install a new bin for about £228. Itwas agreed to order one. Public discussion Pat Jolly said a manhole coverwas missing outside the car showroom in Bow Road. The area had been cordoned off for about threeweeks.
