Police maers The chairman reported that a padlock and chainwere damaged on a farm in Church Road, reported to be in Addington but believed to be in Oam. Public forumArepresentative from Big Motoring World expained why the business required extended opening hours and on possible alternative plans for the site.A member of the public had concerns about speeding and unsuitable vehicles along Woodgate Road. Therewere also concerns aboutwater, stones and soilwashing out on to the pavement at the corner of the Big Motoring World site close to the footpath MR172. The clerk had received a complaint about brambles blocking the footpath from the A20 down Troiscliffe
Road.Areport was received about a car regularly blocking the pavement outside the Chestnuts. Big Motoring WorldAn application to vary opening hourswas discussed. Members said theywere disappointed to see yet another retrospective application and that a substantial change in operating hours had already taken placewithout consideration for neighbouring properties. Since acquiring planning permission in 2010, a number of activities/alterations had taken place on the site without permission,which had affected the quality of life for parishioners. Itwas felt that an extension to operating hours would exacerbate this situation. Woodgate Road The clerkwas asked to contact KCC to seewhat action could be taken in both Woodgate Road and St Vincent’s Lane where similar problemswere being experienced. The clerkwas also asked to make Cllr Hohler aware of the situation. Plowenders layby rubbish The clerk would request a bin and find out when the broken branches would be removed.
Aylesford
Bull Lane junction Therewas a discussion regarding the safety of the Bull Lane/PilgrimsWay junction. Members of the publicwere asked to report all incidents to Kent Highways, Kent Police and the parish council. Village square Resident Mr Leipnik welcomed plans for the square but referred to strong opposition to removal of the trees and the problems of parking on the existing block paving. Cllr Base said TMBCwas responsible for parking enforcement and he was pursuing beer enforcement measures. Police report Kent Police said PCSO reports were no longer considered viable when all the informationwas available on the Kent
Policewebsite.Any maers of concern could be reported to the parish office to be passed on to the PCSOs. Sewage works The clerk had established a point of contactwith SouthernWater for the report of any

HGVs Cllrs Hohler and Balfour reported on the issue ofHGVs in the village and said some driverswere not using specialist sat navs, which would show roads best suited to HGVs, and that Paddock Wood and Paddleworth gotmixed up. CastleWay junction Consultation on the no right turn continued, with the likelihood that if itwent ahead the roundabout at the A228/Bull Road junction would be remodelled. School hall Regarding the school’s application for a new hall, Cllr Hohler said commentswere being looked into and the applicationwas due to go to commiee. Boundary changes Cllr Hewe asked whether Tonbridge andMalling Council would be submiing a response to the Parliamentary Constituency Boundaries Report and Cllr Balfour said no discussions had yet taken place. Itwas agreed that the leer drafted by CllrWestwood be sent to the Boundary Commission. HGVs sign The illuminated sign at the A228 and Bull Road junction had been replaced butwas facing the wrongway. The clerk had spoken to the highways steward who was hoping to turn it around. Website training The clerk had aended the training session but had been at a disadvantage as other aendees had been issued with a training manual prior to the session. She now had the manual and would request a further training session. Treewalk Cllr Harrington had organised thewalk. Only four people had aended but they had learnt a lot. Charitable donations Itwas agreed to donate £50 to each of the following charities: Age Concern; Heart of Kent Hospice; Tonbridge&Malling CAB; The Beat Project; Kent Air Ambulance Trust and Victim Support. Street lights TMBC had asked if the parish council would like their two street light columns to be included in the TMBC survey programme at a cost of £9.95 each. Itwas agreed that this should be done. The clerk would arrange for the ivy to be removed from the column outside Birling Park.

Speed indicator Borough Cllr Rogers sought members’ views on the parish council working with Golden Green and sharing costs and equipment. Thiswasmet with interest. Parking at school County Cllr Balfour said he believed cars should not be parked on the zigzag lines outside the primary school and that this should be enforced. This issuewas brought to the aention of the PCSO. Flood defences Themeeting heard that work on the flood defenceswas proceeding, but itwas not yet clearwhat financial contributions would be forthcoming from local businesses. Jubilee hallAquotationwas being prepared for the refurbishment of the kitchen. The drains had been rodded, the toilets unblocked and work had been carried out on the play equipment. RBS Electrical contractorswere to replace the ceiling fans.
The vending machine contract would not be renewed when it expired at the beginning of 2017. Negotiationswere being carried out with an alternative supplier. The car park hedgewas to be cut back. WOKGymClub Formal notice had been received regarding the partial relocation to new premises.However, therewas no notification of the times that would become available for other users. Branch surgeryAmeetingwas due to be held. Woodlands Health Centre had said that two consulting roomswere needed. They alsowanted plans redrawn for two clinic rooms. This request had been forwarded to Ian Ayres at the CCG. Only when the renovationswere agreed could the parish council decide if itwas feasible to fund the alterations. Itwas agreed that before spending any money on the renovations the parish council would consult residents to ascertain their support. War memorial The surface of the cenotaph, plinth, steps and surroundwere cleared of growth, moss and detritus, a protective coating and biocidewas applied and the monument repointed. New works included the installation of a plaque, sandstone slabs, stone posts and stainless steel chains. The soil would be covered with aweed supressant mat and granite chippings and a sand trough would be installed for crosses. The total expenditure would be less than the £11,000 estimated so itwas likely that an element of the HLF grant would have to be repaid.
Milestone The renovation had been completed and consisted of steam-cleaning, re-orienting the milestone and repainting the leering. Website upgrade Members considered the potential for upgrading thewebsite and the benefits that would be derived from having the latest fully responsive version of Vision ICT’swebsite system with additional facilities. Itwas agreed to upgrade the website at a cost of £1,100 plus VAT. Community payback Cllr Macdonaldwas to prepare a schedule of work that could be undertaken by Community Payback. The clerk would then submit an application to the Payback organisers. Allotments Therewere a few vacant plots.A complaint had been received about awasps’ nest, which had been dealtwith. Twinning The Harmonie de Chereng and the East Peckham Silver Band had performed at the Salomon’s Estate. Skatepark The Sport England funding application had been unsuccessful. East Peckham in BloomAresidentwas keen to join a small group of people interested in keeping East Peckham in bloom. Outdoor equipment The 2016/17 budget included £1,700 for the provision of a new activity in the younger children’s play area. Members debated whether added value would instead be derived from using the money on a table tennis table. Itwas agreed to research costs for a table tennis table. Budget 2017/18 Memberswere invited to consider and suggest projects for inclusion in the budget. Provisions included churchyardmaintenance, street lighting, the Jubilee Hall upgrade, play equipment, village enhancements, funding towards surgery works and Christmas lighting.
