movements.Amember of public pointed out that two sections of tarmac had separated and caused potholes on Oxley Shaw Road. Police maers There had been a report of antisocial behaviour, with the roof tiles being ripped off the bus shelter opposite the church and fencing damaged in CastleWay. There had been reports on Facebook of thefts from cars. Vehicle issues in Teddington Drive, Evergreen Close and Barleycornwere being investigated. Members of the public said itwas very hard to get through on the 101 phoneline to report crime. Parish office Itwas agreed that staff and councillors should have IDcards. Youth bus Cllr Hohler spoke about the request for youth bus to visit Leybourne, which shewas pursuing. Green areas KCC had cut the grass leaving spoil on top. Itwas noted that seeds left on top of the grass would causeweeds to regrow. Cllr Ulph and had contacted TMBC and KCC saying thiswas not satisfactory. There had been no response. The parish council had been using the Community Payback scheme to clear vegetation but the parish council had to pay for the removal of waste. One option might be to take this work in house. Bus shelter Itwas not possible to repair the bus shelter and fence in house so a quote was needed. Securitywas going to be reviewed, with the possibility of an additional
camera.Aquote had been received for a replacement metal bow top fence at £19,541.98 and funding opportunities would be explored.

Police report The crime figureswere provided forAugust and included five non- domestic burglaries. House to house enquiries had taken place regarding the arson aacks. Evidence had been collected andwas being investigated. Queen’s Head site Large vehicles thought to be delivering from Travis Perkins to the site had been seen trying to drive up Butchers Lane to Beaufighter Road, rather than turning around at the site and returning down Butchers Lane. The clerk would ask the contractor to use smaller vehicles for deliveries and to ask the drivers not to drive up Butchers Lane.
Kent Street land sales The draft transfers had been drawn up with the addition of a restriction on any building to a maximum size and materials. Land Registry compliant plans had been received. The boundary lines had been pegged out and copies of the transfers and plans had been forwarded to all councillors. Village hallACCTV system of four cameras and a DVR had been installed. One of the cameras had failed initially and had been restored. Quoteswere being sought for rewiring/replacement of the circuit board. Pavilion The clerkwas liaising with the bookings secretary about the cleaning of the pavilion. Bookingswere being dealt with by the clerk. Fire equipment testing had been undertaken and certificates issued. Seven Mile Lane Cllr AndrewWellswas to contact the school and offer use of the pavilion car park once again for special occasions and to ask for no parking signs to be erected on the B2016 verge. Cricket balls Three members of public had said they had been narrowly missed by cricket balls as theywalked along North Meadow.Ababy in a pramwas almost hit. The clerkwas asked to write to the cricket club to ask that the nets by put up again. Community emergency plan The clerk had obtained a template to be filled in with details for Oam. MaintenanceWet pour work in the play areawas due to take place. The playground sign had been ordered for £40 and installed to save costs.Apotholewas reported in North Meadow. Whoever hadweeded the bus stop standwas thanked. CllrWilliams had swept the bus shelter andweeded at the western gateway. She would arrange for weedkiller to be used in Cosgrave field. Trees CllrWilliamswas aending a tree wardens day at the Hunton estate. Village trust Therewere discussions about the formation of a village trust. HighwaysAresident asked that a sign saying “Old People” on North Meadow be removed. Councillors believed that the sign slowed drivers down and did not think it should be removed. Book box Thiswas beingwell used and therewere lots of positive comments. Defibrillator training CllrWilliams would arrange dates for training for the defibrillator in the village hall. Christmas lights Therewere lights for the bus shelter but another transformer would have to be bought. Cllr Frankling would speak to the new residents in the Berkeley houses about using electricity for the lights on The Green. Local plan There is a chance to comment on
the TMBC local plan on the borough council website until November 25. Enhancement scheme The start of work on the Environmental Enhancement Scheme faced several delays. Councillorswere assured work would begin but no start date could be given. There had had to be a change in the scheme for the Pepingstraw Close junction, which would have a change of colour of the surface. Carols There will be carols in the pub on December

Wateringbury
Car park The parish council agreed to write to Tonbridge and Malling Council to advise that it is investigating replacing the height restriction bar and latch to the village hall car park. Quotes for the materials and work would be discussed at the next meeting together with any changes necessary to insurance protection. ComplaintAcommunication had been received from Teston Parish Council regarding its proposed leer of complaint about the excessive use of ambulance sirens in its village. Itwas seeking support and feedback fromWateringbury Parish Council. Comments from the councillorswere invited regarding their experiences, and while they advised that many verbal complaints had been received, none had been made in writing to the council. Itwas decided that Wateringbury Parish Council would give its support to Teston in this maer. Drayhorse Meadow The tenants of Drayhorse Meadow had submied notice to leave the site before the lease expires in February 2017. They had asked if the lease could be transferred in the interim months to a sub tenant. Lengthy discussions followed and a votewas taken. Itwas decided that no modified tenancy would be allowed and that when the lease terminates next year, the land would be advertised on the open market with a suitable agent if
necessary.An inspection of the property would be made soon. History The parish council had been approached byWateringbury History Society regarding the placing of blue plaques near buildings of historical interest within the village. No financial supportwas being sought for the project. Signal boxAfurther email had been sent to the Kent Community Rail Partnership regarding the suggestions for the signal box at the level crossing. SpeedwatchAreport had been received from Speedwatch on traffic activity during July 2016. Charles Stroudwas invited to comment. He felt that overall, the numbers of vehicles travelling through the village at high speedwere lower. However, more data was needed to supply the police with a comprehensive picture of events and volunteerswere desperately required. New technology for logging details of vehicles should become available in the future. Allotments Cllr John Evans agreed that he would meet with Tonbridge and Malling’s representative to inspect the allotments. One allotmentwas currently under negotiation. Hedge Itwas reported that the hedge around the cemetery needed trimming.
