East Malling and Larkfield Parish Council Aylesford Newsprint Site


The outline application to redevelop the Aylesford Newsprint site has now been submitted to Tonbridge and Malling Borough Council.


It is proposed that the 44 hectares will be used for a mixed use development of 120,500square meters of employment space and up to 450 dwellings.


The site is a "brownfield " one within the designated urban area of the existing Local Plan and designated for employment land. The hard copies of the application consist of a planning statement plus others dealing with highway matters, flood risk; historic issues and a big


environmental report. It is suggested 180 "affordable homes" be included plus a possible school site and local centre. A lot of reading!


The applicants point to the fact that the borough council are in the process of adopting an updated Local Plan for the whole borough as the existing documents date back to 2007/8. In March 2014, the council accepted a report that an additional 650 homes per year are needed across the borough. This brown field site would contribute to this requirement.


The submitted documents indicate the plans include a

new bus route running through the site; upgrading the existing riverside path along the Medway, retaining the Millhall old mill pond next to the M20 with some open space, a noise fence along the M20 with tree planting; and plans of possible changes to the local roads. Among the proposals there could be a revised road layout where the existing access exists to Station Road and its junction with Hall Road and the Leybourne Way/Bellingham Way junction.


Chairman of the parish council, David Thornewell, said: “There is a lot of reading to do and as it is a brownfield site some development will take place. With the pressure for extra new homes we feel using part of the site for housing is reasonable and it will relieve the pressure to develop local countryside sites. We are however concerned the details are the best that can be achieved and especially the highway aspects which with all the development proposed in the area is of concern locally.”

Council Remembrance


The annual Remembrance Service is on Sunday, November 13 preceded by a parade through West Malling starting at 2 pm. Following the service, wreath laying will take place at the memorial. Road closures will be in operation.

The mobile police office has been discontinued in West Malling. Phillip Harrison, our PCSO regularly patrols the village and the public are urged to discuss any issues

Locally, the plan proposes extending the green belt out to West Malling by pass which would protect the setting of West Malling including Manor Park Country Park and Banks Meadows. This is to prevent them all joining up in the future in a conurbation.

A20 Highway Issues.


The parish council has been involved in the discussions of the traffic along the A20 between Allington and Leybourne. It is currently supporting a yellow box at the junction with New Hythe Lane in this parish and asks the Ditton crossroads be looked at to create a left hand lane into Station Road.


It has asked that the effects of opening the new bridge at Snodland be looked at as part of the review.
