Big Motoring World might be able to assist with the funding of some new equipment and would discuss this with the recreation ground commiee. Millhouse Lane junction Itwas noted that yellow lines had been installed. The management company had had a number of meetings with Clarendon Homes who had agreed to dig out and re-lay the road from outside The Old Post Office to the end by Shelmerdene, realign the kerb alongside the green and repair all potholes on the corner opposite the pub. They would then like to lay a line of cobbles to act as a speed bump and have the words Residents Only inscribed on the road. Members resolved that they would like to see a full design statement before making a decision. Village sign The clerk presented some ideas on possible designs and costs andwas asked to investigate the options available. Website The clerk had been working with EIS on a new layout for thewebsite and would aend a workshop to learn more about how to administer the site. StVincents Lane Overhanging hedges had been affecting sight lines. The hedges had been cut. The clerkwas asked to thank Ian Fern at Addington Quarry for cuing them. Overgrown vegetation The footpath on the A20was blocked by vegetation. Therewere overhanging branches in Park Road. Vegetationwas blocking the footpath in Troiscliffe Road - part of the pavement had been cleared and the clerk would ask KCC when it intended to do the rest. FootpathAcar had been parked on the footpath at Ivanhoe, London Road. The PCSO would put notices on the carswarning the owner not to park on the footpath. Village hall The village hall commiee would contact the Larkfield Fire Brigade to inspect the availability ofwater hydrants for the village hall in the event of an emergency. The village hall commieewas also pursuing possible grant applications to provide much needed funding for the proposed improvements to the hall. Recreation ground The autumn renovation of the ground had commenced. The commiee had received a largewater bill which theywere querying and investigating if there had been a leak underground. Footpath issues The clerkwas to report that a tree had been uprooted on the footpath across the golf course. The clerk would also report that several willows had drooped down on the footpath from the recreation ground to the motorway. Further along, the pathwas blocked with branches, brambles and neles.


Birling


HGVs County Cllr Sarah Hohler said she was doing all she could to remedy the problems withHGVs and through traffic.

The postcode for the Tesco depotwas wrong andwas routing deliveries through Birling – thiswas being addressed. Two large “Not suitable forHGVs” signs had been placed at the end of Bull Road. Cllr Hohler had paid for the village’s road signs to be cleaned and weed clearing in Birling/Ryarsh Road but was not satisified with the work and had asked for more to be done. CastleWay There had been a meeting in Leybourne to discuss whether to keep the left turn only at the junction with the A228. Counts showed traffic had reduced considerably as a result, as had accidents, and the meeting voted to keep the left turn only. Councillorswere of the opinion that it should be retained, provided the phasing of the lightswas readjusted to allow vehicles time to enter and leave Bull Road. Treewalk Cllr Harrington had been in contact with the tree and pondwarden for Hadlow with a view to arranging a treewalk in the village. Thewarden would carry out the risk assessment, plan the route and arrange insurance cover. Cllr Harrington was to liaise with the pre-school to see if they would like to participate. Church clockAresident had reported that the clockwas no longer chiming and a visit by Public Clocks had been arranged. The engineer found nothing wrong apart from the fact that the clockwas 11 minutes slow and suggested a regulator at a cost of about £1,400 plus VAT. This information had been forwarded to the PCC.


East Peckham


School parking The meeting heard that the PCSOs would be taking up a regular visible presence at the school in an effort to reduce parking on double yellow lines. Communitywarden Thewarden had distributed NeighbourhoodWatch leaflets to properties on the Apples estate and had received an encouraging response. Clock repair Rev Bu had forwarded a quotation for refurbishment or replacement of the clock at the Methodist Building. The clockwas not economical to repair and no further action would be taken. The maer would be revisited as part of the future redevelopment of the building. Footpath bollardArequest had been received for a barrier at the entrance of the footpath at The Freehold/Orchard. Thiswas referred to KCC. Hall maintenance The annual steam clean had been carried out, the drains had been rodded, the guering cleared and the coir maing replaced at the entrance. The fire safety devices had been inspected and some had been placed in cabinets, due to misuse. Ceiling fans would be replaced as the current oneswere obsolete. Play equipmentAbearingwas worn on the fly mobile, which had been taken out of use. The spring base on the four spring seat needed tightening. The faults would be referred toWicksteed. Graffitiwas to be removed from the youth shelter andweeds and lier would be removed from dog grids. Avertical barwas missing from the ball court, this would be replaced by TMBC. The maintenance of the fitness equipment had been referred to Fresh Air Fitness. Hanging baskets Amethyst Horticulture had quoted £845 to replace summer hanging baskets with winter flowering baskets. Itwas agreed to accept the quote. War memorial Work had started on the


renovation of thewar memorial. The stone had been delivered to the stonemason who would engrave the names on to it.Avideo of the memorial and milestone had been loaded onto thewebsite. Milestone renovation The milestone had been steam cleaned. Additional work would include painting the engravings and re- orienting the stone. Christmas lights The contract had been received and prepared byMKIlluminations. The costs would be £6,178 for 2016/17, 2017/18 and 2018/19. Itwas agreed that the contract be signed. Remembrance parade The Scout group leaderwas making arrangements for the parade, which included applying for a road closure notice. The communitywas expected to supply enough marshals for the parade to take place. CllrsWatson, Harra, Wright, Ferguson and Silver volunteered. Allotments The shed insurance selement had been received. Replacementwas being discussed with allotment holders. There were a few vacant plots. Rentswere being reviewed.


KingsHill


ParkingAconcernwas raised regarding dangerous parking on Kings Hill. The parish council reported that numerous objections regarding parkingwere made to Tonbridge and Malling Council via the planning application process. Borough Cllr Sarah Barker said the borough council’s parking review for Kings Hill had been delayed. Town councilAresident requested that a full consultation with residents should take place if the parish councilwas to move towards creating a town council. Itwas resolved to consult residents regarding becoming a town council and discuss it at the full council meeting in January. Community centreAdiscussion took place regardingwater usage at the community centre. There had been awater leak but this had been rectified.An issue with the automatic flushing system in the urinalswas discussed. Itwas resolved to undertake the work as soon as possible. Boundary Itwas resolved not to object to the parliamentary constituency boundary review. View From The Hill Delivery of the newsleerwas considered and itwas agreed to monitor the distribution of the December issue. Itwas resolved to set up a Facebook/Twier poll asking residents if they received the last issue and to withhold payment for delivery until further investigations had been made. Digital copies would be provided and the council would investigate placing hard copies at local venues for 2017. Manager Itwas noted that an interim community centre manager had been appointed.


Leybourne


Bombhole Itwas agreed that an inspection was required, particularly with regard to the damaged and eroded banking. Cllr Bob Ulph would provide the site manager with a contact number.
