Cycle route The parish councilwelcomed the idea of a cycle route in Lancet Lane. Twier The neighbourhood plan steering group had decided that Twier would be a good tool to promote the Local Plan and this ideawas brought forward to the meeting to see if it would be good for the parish council as a whole. Itwas agreed that due to complications and time restrictions it would not be feasible for the admin staff to operate this via the office. Old Loose Hill Therewere two loose ragstone edges at the top of Old Loose Hill. The deputy clerk would speak to the highways officer. PotholeAn email had been received from theWalnut Tree Lane Residents Association regarding the large pothole at the entrance to the
lane.Aquote had been received for this work from the group. Itwas agreed that the works should be completed. TrafficAleer of complaint had been received regarding traffic issues in Loose. Cllr Sue Grigg had already responded. It was agreed that no further comment from Loose Parish Councilwas deemed necessary. GeocachingArequest had been received for a geocaching device to be installed in the village green red phone box. Thiswas agreed. Royal birthday Information had been received on an offer to purchase bulk commemorative medals for the Queen’s 90th birthday. Itwas agreed to take no further action.
Marden
Election Cllr Dorothy Reedwas elected chairman and agreed to take on the role for one final year. Cllr Kate Tippenwas elected vice-chairman. She accepted the role but said that the amount of support she could givewas fairly limited as shewas working full time. She would not automatically stand for chairman if shewas elected in 2016. Police report Police had arrested two men in connection with a number of thefts of gas boles. Nuisance youths had been reported in fields behind Meades Close/Bramley Court and talkswere ongoing with the youth leader and communitywarden. Youths with catapults, reported at the playing field and Bramley Court, had been identified and their parents spoken to. Website Councillorswere asked to review their profiles and update if necessary. Public toilets/CCTV Following the parish council’s funding bid, no further information had been received as to whether itwas successful. However, following several acts of vandalism and anti-social behaviour, the purchase of one camerawas discussed. Itwas decided that the parish council would buy one camera for the car park.
Conifers After a site meeting, Golding Homes maintained trees at Marden playing fieldwere not on its land and would not consider paying half towards the removal, or agree to the removal if theywere on its land. If the parish council decided to remove them, Golding Homes may have to build a wall or communal
fence.Aleer would be sent to Golding Homes to give notice the trees would be removed.
Donations Marden Pre-Schoolwas looking to hold football sessions for the two to four- year-olds for a further one day aweek and Marden 16+ youth club asked the parish council to consider paying for the hall hire. Councillors agreed to contribute to Tuesday evening youth sessions and to donate £150 to the pre-school. Mounting block This had been refurbished and moved along the High Street together with a new tree being planted. Kent Highway Serviceswas thanked for undertaking this work. Station The car park white lining needed redoing and potholes in the approach road would be reported.
Staplehurst
Parish planters Itwas agreed to accept the quote of mcch Growing Concern for a 48- month contract. Itwas asked that formal annual reviews be built into the contract. Wimpey Fields Itwas agreed to accept the quote of Twig Group for clearance work. Cllr Peter Spearink said a representative of the Medway Valley Countryside Partnership had visited the site andwas happy with the proposed works. A229 speed limit The Knoxbridge A229 residents group Some residents felt the 50mph speed limit did not go far enough. Councillors agreed to write to KCC to ask why a 50mph limitwas considered more appropriate than 40mph. Neighbourhood plan The examiner’s interim report had raised two issues relating to the potential need for a strategic environmental assessment of the plan and to the methodology of site allocations. The steering roup had held a conference call with Feria Urbanism and planned to meet the MBCspatial policy team to discuss a response to the examiner. Parish surgery Councillors Spearink and Riordan said issues raisedwere parking in Bathurst Road; highway and fencing repair on High Street; bulky refuse collection and parking near the school.
Ulcombe
Election Cllr Peter Tichenerwas elected chairman with Cllr MaryAnn Lovegrove as vice-chairman. Co-option Fiona Kenwardwas appointed as a parish councillor and signed the declaration of acceptance of office. Public forum Parishioners addressed the council on their early stage negotiations with MrWTassell regarding the purchase of land behind their properties in The Street for garden extensions. Clerk’s report The parish clerk had met SteveWareing to discuss the replacement of roen bollards in the recreation area border and island, to erect the no dog signs and also to clean the signs around the village hall. Sure Start The children’s centre in Headcorn had asked to use the recreation ground for one day in the summer holdays for a family event to help raise the profile of its work. The council agreed to this and also offered the use of the pavilion if required. SpeedWatch Itwas resolved to buy one Sure Sight speed indication device. Queen’s birthday Itwas agreed to give £300 towards the Friendship Club’s cream teas at the village
picnic.Atemporary licence would be obtained for the sale of alcohol and itwas agreed to look into hiring up to
six picnic tables from Four Jays.
Yalding Public sessionAmember of the Symonds Lane and Hampstead Lane Flood Mitigation Group addressed the council. Councillors agreed to hold a separate meeting to present their ideas. Old HayAirstripAMarden resident spoke about a planning application for Old Hay Airstrip, urging councillors to reconsider their decision to make no comment. Councillors felt therewas no new substantial evidence that would cause them to change their decision. Official representation by parish residents to the parish councilwas not significant, only two had wrien. Councillors did express concerns about the proposed transport strategy during construction and would write accordingly. Police maers PCSO Nicola Morris reported local childrenwere behaving antisocially. She appeared to have the situation under control as they had not been seen for a couple of days. Defibrillators The two new defibrillators had arrived, one had been fied at Lile Venice and the other awaited fiing. Council Land The owner of 1Wayside Council Land Coage had put in a gate leading to Jubilee Field and appeared to have moved the fence. The clerk would look at the drawing of the land and ask for the gate to be removed. Bus route The bus operatorwas willing to support the proposal for a bus routing via Yalding station. Councillors agreed that another request should be made to KCC. The Lees gateAdisabled resident had asked for a key to The Lees gate as her new mobility vehicle would not fit through the entrance. The residentwas involved in the design of the entrance to ensure that she could access it. Councillors felt they needed to protect The Lees and did not wish to hand out keys to residents but the chairman also observed that someone in a mobility scooter would have difficulty in closing the gate. There is disabled access to The Lees. The requestwas denied, but itwas agreed that should at any time the fencing at The Lees be upgraded, a lockable pedestrian gate may be added. Track The side of the track from the High Street to The Kintonswas very worn as cars were being forced closer to thewall due to the residents’ hedges not being cut back. The clerk had wrien to the churchwardens, asking them to ask the residents to ensure the hedgeswere cut. Cale Itwas agreed to ask Brookside if they would like to graze their Sussex cale on The Fen this year. Lier picking The parish council now had several lier pickers whowere doing a fantastic job and itwas agreed to send leers of thanks. However, Maidstone Council’s waste collection system appeared to have gone awry. Orange sacks, lier bins and dog binswere not being emptied regularly. The rubbish bin at The Anchor continued to have domesticwaste dumped next to it. The chairman would bring these issues to Maidstone Council’s Jennifer Shepard. Portable toilet Itwas agreed to provide a portable toilet at The Fen from May to end September at a cost of £20 aweek. Bench There had been a request to clean up Roger’s bench in the High
