School places Kent County Council’s Cllr Jenny While said 20 available primary school places in Kingswood had been filled, of which 18were first choices. Two other children who did not have Kingswood as their first choice had been allocated places. Police maers Three crimes had been reported – criminal damage in Charlesford Avenue and in Cayser Drive and a burglary (non-dwelling) in BellWay. There had been a report of antisocial behaviour involving nuisance youths in Gravelly Boom Road. Bank Unity Trust Bankwas going to charge £6 a month for the use of the bank and would no longer pay interest on balances. Alternative bankswere being considered. Payment The precept payment for 2016/17 for a total of £58,597 (including £1,987 Local Council Tax Support Payments) had been received. Sports fieldAcompanywas offering a two- week trial of a CCTV camera at the sports field as Community Safety Unit had been unable to supply one. The football club had re-marked the pitch and would be moving the goal posts and nets for the parish council. The motorbike inhibitors had been ordered and would be delivered to the handyman. The wooden bollards had been ordered and would be installed with a 75cm gap between them.Arubbish bin had been ordered. Clearance Trees beside the Scout Hut, which were subject to preservation orders, had been cut down. The clerk would write to the scout leader. Bridleway The landowner Mrs Morgan and the Public Rights ofWay officer had both agreed to allow the parish council to make improvements to the bridleway to bring it up to the standard of the permissive footpath.Aquote of £6,500was accepted. Vacancy Therewas one vacancy on the parish council and itwas hoped that two more would be allowed. The clerk would write to Maidstone Council requesting more. Defibrillator The defibrillator had arrived and the village store owner had requested that the parish council provide an authorised electrician to install it.


Chart Suon


Election of officers Cllr Peter Forknallwas elected chairman for the forthcoming year and Cllr StevenWaringwas elected vice- chairman. Annual parish meeting Itwas agreed that the eveningwentwell and that the Campaign to Protect Rural England presentationwas informative. Cllr Mike Figerald proposed that Mary Underdown be given a £20M&Svoucher for her help providing refreshments. Thiswas agreed. Football pitch Itwas agreed to offer licences to one team each from Tri Sports FC and Three Suons and two teams for Bearsted for next season at £490 for 12 matches, with each additional match incurring a charge of £42. Itwas also agreed that the council should arrange for the seing out of the football pitch in earlyAugust. CCTV PCSOAlan Hunter recommended that the system be serviced as two cameras in Maidstone had recently stopped working due to hard disk errors. Itwas agreed that Crossfire Ltd should do the work which could be paid for by the shop commiee. Allcars Members discussed the options for

the Allcars site and itwas agreed to ask the owner if he intended to sell the it. Defibrillator Cllr ChrisWebb asked if training sessions could be made available. St John Ambulance and the Red Cross charge for training. The clerkwas to ask the first responders if they could help with training. RBL Picnic in the Park The parish council considered a request for a donation towards this event at Suon Valence Village Hall on June 25.Adonation of £200was agreed.


Headcorn


Police report Although itwas noted that the total number of crimes reported had reduced over last month, the type of crime was disheartening. Cllr Nigel Pyman said the village petrol station had two recent incidents where individuals had driven off without paying for petrol. The suspects identified and advised to return to the petrol station and pay. No further actionwas taken. The council asked the clerk to contact the PCSO/police to ascertain if thiswas the policy for dealing with this type of offence. Headcorn Still Maers The clerk showed the new banner to the council and itwas agreed that it should be posted as soon as possible against the hedge at the boundary of Days Green. Defibrillators Itwas reiterated that the council supports the need for a defibrillator in a central village location. The clerk would speak to the surgery to see if it has a machine and its views on the maer.A meeting would be arranged of all interested parties and the church would be asked to participate. CCTV The camerawas due to be installed on Days Green. The issue of flytipping at Baker Lane and Shearway Lane, Headcorn, was raised and whether CCTV could be installed there. The clerk would raise the maer with Maidstone Council. Playscheme The parish council had received formal notice from Headcorn Primary School board of governors that it would not be possible to use its facilities for the summer playscheme this year due to building works. The clerk said the council waswaiting to hear from Staplehurst regarding their scheme and the possibility of offering places to Headcorn children.


Hunton


Police report Stone chippings had been stolen from the village hall and two quad bikes and a push bikewere stolen from East Street. Therewas an aempt to steal oil from a property inWest Street and garden ornamentswere stolen from East Street. CCTV Cllr SteveWyles said a splier port could be bought to allow footage from the CCTV system to be copied to a memory stick. Itwas agreed that CllrWyles should look into the cost.Asecure cupboard would be organised to store the monitor. Playing field No action would be taken regarding the moles until the spring.Adate was being arranged to deal with the minor issues in the play area inspection report.A quotation would be sought for a new pedestrian gate. Defibrillator The management commiee had agreed to fund a third of the cost of installing the defibrillator cabinet. Cricket pavilion The sub frame had been assembled and additional work on the deckingwas due to be carried out. Funding


of £3,500 had been secured for a full set of wicket covers . School sign CllrWyles and chair of governors Herschel Santineer had discussed the sign. The cost of movingwas likely to be an issue and the school might require help with labour. Itwas suggested it could be moved up towards the telephone exchange where itwas not opposite any houses. Flooding Itwas thought that thewater which flooded Bishops Lanewas coming from a soakaway put in place when the schoolwas built or possibly from a natural watercourse which had been diverted. Cllr Ron Porter thought the soakawaywas too small.


Footpaths and ditches Chippings had been bought to fill the holes in the permissive footpath which would be laid and sprayed. The road flooded near the Gudgeon due to a large volume of rain in a short time, but then reduced quickly Itwas possible the culvert was not big enough for the volume ofwater. HighwaysApothole had been reported on West Street. The verge near the school had been eroded by traffic and had also been reported to Kent Highways. KCCwas to look at flooding in East Street. Maidstone Council had cleared drains outside the almshouses butwere blocked again, unable to cope withwater coming from the school soakaway. Hunton Hill had been closed to fill potholes. Speedwatch There had been three aempts at Speedwatch exercises. The first two had had to be abandoned due to theweather.At the third, 51 vehicleswere seen but only one was recorded, travelling at 36mph. Huntonwatch Cars had been seen parked with their headlights on from 7.30-9.30pm on Thursday evenings. This had been reported and a uniformed officer had been asked to keep an eye on the situation. Village fete This would be held on June 18. Pop-up shop Sue and SteveWyles would host a pop-up shop in their garden on July 10. Cream teas will be served. This is a ticketed event with funds going to the Gardening Club Community Orchard. Cider festival This is planned for September 24 in the Community Orchard and will include an evening barbecue. The event is organised by the Village Club and Liz Ridgeway and will incorporate use of the new cricket pavilion and the orchard. Defibrillator The cost of fiing the defibrillator to the outside of the village hall was £195 plus VAT. The playing field commiee had agreed to contribute a third of the cost. Members agreed that the parish council should also contribute a third. The defibrillator may be covered under the village hall insurance. Itwas agreed to get a quotation from the parish council’s insurer. Playscheme Members agreed to donate £100 to Yalding Parish Council’s 2016 playscheme under s137 expenditure.

Communitywarden Liz Lova advised that the flytipping inWell Street had been reported and dealt with. Therewas an increase in flytipping, particularly in the Boughton Monchelsea area. She said visits had been paid to vulnerable residents and a number of residents had been harassed by a local cowboy roofing company.
