Speed limit For a reduction of the speed limit to 20mph in Ryarsh Road to be considered, accidents would have to have occurred. Traffic calming paid for by the village would have to be set up and there was some evidence that reducing speed limits had an adverse effect on speeds. The best course of action would be to ask the police to enforce the speed limits. Ryarsh School KCC Cllr Sarah Hohler said she and borough Cllr Mahew Balfour had visited Ryarsh School to look at the hall whichwas now too small for the school. They had managed to find some money to extend it. The extension would have to incorporate the library until more money could be made available in 2017/18. Defibrillator trainingAtraining session had been set up at the village hall. Dog mess bin The owners of the property at the boom of Masters Lane had asked to be consulted about the siting of the bin.An environmental officer met with Cllr Colin Grimme to consider the site and itwas decided to use the existing footpath sign post, this reducing the cost to £180. Tonbridge and Malling Council had been asked to proceed on this basis, but when the clerk checked, the bin had been put on a new post but at the reduced cost. Voluntary Lier Code Cllr Jacquie Westwood had aended the presentation of a certificate to the owner of Susie’s Snack Bar. Susie had done an excellent job of keeping the area around the snack bar clean, despite lorry drivers making mess. Street lights The clerk had completed an online survey and a meeting had been arranged with PSR Lighting to get a quote for replacing all eight street lights. Remembrance Day CllrWestwood had aended the service and advised that her husband had cut the hedge and grass and generally tidied up the area around the memorial before the service. Next meeting The next meeting would be at 8pm on Tuesday, December 8.

Advertising Flyposts on streetlightswere not allowed and would be removed by KCC. Crime report PCSO Sally Doherty reported that a dogwas beingwalked off the lead at The Stream when it chased a cat into a house. When the owner called the dog back, they realised that it had been shot with an airgun. This resulted in a vet’s bill for almost £600.Avehiclewas stopped in Cedar Close by police and a bag of cannabiswas seized. The ownerwas given a penalty notice of disorder which carries a fine of £90.Acat was stolen from a car park just outside Orchard Grove. Two womenwere seen picking up the cat before driving off in a large turquoise people carrier with a partial index of GV13. CCTVwas being examined. Two womenwere given a formalwarning for being in possession of cannabis in Dion Community Centre car park at 1am.A resident from Sco Close called just after midnight to report a group of about 10 youths playing football in the community centre car park and making a lot of noise. Police aended and advised the youths who realised they had probably been too noisy. Scooter Cllr Cordwell thanked community warden John Newton and the parish council staff for help regarding his stolen scooter.

Star CouncilAwards One councillor and two members of the parish staff had been long-listed for a Star CouncilAward in the National Association of Local Councils’ Star CouncilAwards.


East Peckham


Communitywarden Lara Sams, the new warden, introduced herself. Public questionsAresident raised the issue of the broadband provided to East Peckham by BT andwas advised of the parish council’s efforts to promote a faster service. Ameetingwas to be held withMPTom Tugendhat when the issue would be raised. Jubilee Hall Occupancy had increased with the return of the Mini Music Makers. Sign postWetweather had delayed the painting of the metal finger post leering. The Chidley Cross sign had finally been fied after delays. The damaged area of the post would be repainted. CCTV Chroma Vision had fixed the patrol camera at the Jubilee Hall. The sweep of the camera would be fine-tuned. It could only be programmed directly from the unit in the parish office. The PCSOs and the dog warden would be asked to sign contracts specifying conditions of use, which include a clause requesting that they check the CCTV at least on aweekly basis and notify the parish council of any system faults. Parish networking Most councils had responded positively and had been contacted or a convenient date for an inaugural meeting, possibly hosted by East Peckham. Future Heritage Tree The parish’s application had been accepted. The parish council would be expected to look after the tree once it had been planted and would be provided with a management plan. Boots The parish council would pay for a pair ofWellington boots for CllrWatson for her use during the winter when shewas undertaking her volunteer floodwarden and community emergency planning duties. Floodwardens Memberswere asked to consider becoming East Peckham flood wardens. Tonbridge and Malling Council’s next floodwardens training session would be in summer/autumn 2016. MeetingAbudget of £200was agreed for the clerk to arrange coffee/prosecco and hot appetisers for the parish council’s meeting with Tom Tugendhat at the Bush, Blackbird and Thrush on December 18. Churchyardwall Itwas likely that tree roots had caused Holy Trinity churchyardwall to bulge.Atree surgeon had advised marking thewall to monitor it over the winter. Tree surgery to stop further damage would be best although the tree surgeonwas unclear whether the removal of the treewas definitely needed. Commonwealth The parish council would register its interest in Fly a Flag for the Commonwealth Day on March 14, 2016 and a flag would be procured at a cost of £38 plus VAT. The flag could be raised by the chairman or a school pupil and could be stored for use in following years. Noticeboard The former parish council had approved he installation of a new noticeboard for Bush Road and reserves of £1,000 had been allocated towards the cost. It was agreed that the project would be withdrawn and the earmarked funds would be put towards a flag and flag pole for the 2016 Commonwealth Day.


AllotmentsAn order had been placed for the contractor to proceed with the shed and new gates. In due course, phase two would be carried out which could include the installation of a freshwater tap for handwashing and the cleaning of produce. Russe PlayersAgrant of £500 would be awarded to the group who had sought funding of £950 towards the purchase of a shed to store props and costumes. The total cost would be £1,400. Poppy Appeal The parish council would donate £150 to the 2015 appeal. Ikkle Pickkles The group would not be charged for the use of the hall for 2015/16.


Kings Hill


Resignation Cllr Murray had resigned. He had been a longstanding member andwas thanked for his contribution. Therewere now two parish councillor vacancies. CCTVAsda’s security and investigations man had met with the parish chief executive officer and Cllr Tanner to discuss the possible extension of the Asda CCTV system. Public session Members of the public raised the following issues with the parish council: enforcement covenants, more provision for young people, increase in dog-fouling, lier issues and anti-social behaviour incidents. Speeding Police would be asked to carry out hotspot speed checks. Borough report Borough Cllrs Montague and O’Toole had spoken to the police about parking and speeding on Kings Hill and meetingswere to take place at Tonbridge and Malling Council regarding these issues. Borough councillorswere requested to take account of the parking problems on Kings Hill when making decisions on future developments. Community centre The appointment of an architect to remodel the community centre was ratified. Finance There would be a 2%rise on the 2016/17 precept.


Mereworth


Public forumAresident reported that footpath MR286 had still not been cut and was impassable. Pedestrianswere forced to use the farmer’s field and had been challenged as theywere trespassing. Police report Police had been at Mereworth School to assist with parking issues and speed checks had been conducted on The Street. No parking tickets had been issued. DonationAdonation of £50was agreed for the Heart of Kent Hospice. Church Cllr AndrewWells reported that the church clock required aention. The concert, sponsored bike ride and gun dogs day had each been very successful and made a profit. Asurvey of trees in the churchyard had taken place and a report would be produced regarding the oak tree above thewar memorial. Parking The proposed parking action plan included double yellow lines and signs to prevent parking at 238 and 240 Butchers Lane. The clerkwas asked to write to Tonbridge and Malling Council noting that the parish council had no knowledge of any issues and did not support double yellow lines in a conservation zone. Mushrooms Inspection of the children’s play area had revealed mushrooms growing and these had been removed for safety.
