Allotments One plot had been vacated and Cllr Regan would determine whether the £100 deposit could be refunded. Play area The replacement footrest had been delivered and re-fied to the spring motorcycle. Footpaths The path fromWillowWents to The Street had been cleared. MR226 from Kent Street to Beech Road had still not been cleared. Grazing land The leaseholder of the land at Kent Street had asked if the parish council would be prepared to sell the land and had noted that fencing needed repair. Itwas agreed that the land would not be sold as it was an important community asset. The cost of re-fencing would result in the rental of the land being no longer viable and as the parish council could not guarantee the safety of the livestock it was agreed not to continue with the agreement and to give one month’s notice to the tenant. Once the land had been properly fenced, a revised rental could be fixed. Queen’s Head The pub was for sale. Itwas noted that the pub was not busy after 7pm. Itwas felt that the lack of a car park rendered the pub unviable. Cllr Olden felt it would need a lot of money and development to make it successful.

Dog bin The bin at the end of footpath MR149 had been moved. Phone kiosk The BT kiosk had been adopted by the parish council and the phone removed. Councillorswere to consider maintenance and how the kiosk could be used. Godfreys Thiswas no longer owned by the Neville Estate but the owner would be asked to cut back the vegetation. Manhole cover Kent Highways Services had looked at the cover outside Scannells Coage but it did not rale. Layby The layby on Workhouse Road had
been reported as needing cleaning. Brickworks site The names suggested by the parish council had been forwarded to Redrow. Residents had expressed concern that the houses bordering Old School Lane had their front doors facing the Lane. Residentswere worried that deliveries would use Old School Lane.A show home was due to open on the site in January. Development lightingA civil engineering consultant asked if the parish council would take ownership of the lighting on the former Brickworks development. The parish council did not have the funds to do so. Itwas agreed that the managing agents for the development should include lighting as part of the fee for applicable residents. Local parking plan Councillors had received details from Tonbridge and Malling Council of a request to change the parking arrangements on the A20 London Road at the end of the footpath fromWest Malling for pedestrians crossing at the end of the path. The parish council did not think more road markingswere needed. Village hall Members considered a request for a donation to pay for maintenance works on the village hall including re- fixing and framing doors, overhauling the French doors and ventilation units. Itwas agreed to pay £1,249. Salt bag Kent Highway Services had offered a one tonne salt bag for the village. Itwas agreed that this should be delivered to the village hall. Footpath The path next to Park Farm Road between Chapel Street and Workhouse Lane needed clearing of vegetation. The clerk would contact the owner. Sign obscured The “No Right Turn” sign was obscured on Bull Road approaching the bypass roundabout. However, the parish council felt the volume of traffic travelling and the two sets of traffic lights made it safer for traffic to be allowed to access the Grange from Bull Road at that right turn. Birling Parish Council should be asked to look into changing this. Play area Maintenance works needed to be carried out. Stables plan The application to create a storage unit at Ryarsh Farm Livery Stables had been refused.
Troiscliffe
Police report The gates had been forced open at a stable in Horns Lane, Mereworth and a white Ford Transit van had been stolen from a farm in Oam. DefibrillatorA decision to pay the village hall commiee’s preferred electrician £315 to install the defibrillator was ratified. Website The clerk said there had been teething problems which had not been resolved as the KCC administrator had been off work. Village sign Therewas a request to relocate the village sign from the duck pond. However the ownership of the sign and the strip of land next to the duck pond and next to the road remained unclear. The decision to move the signwas deferred. In the meantime the clerk would carry out investigations. White lines Therewas a request to refresh the white lines on Taylors Land and Addington Lane. The highways steward had advised that the work would be completed by the end of November. The
white lines from the junction of Pilgrims Way/Taylors Lane all theway through to the junction of Park Road/Addington Lane would be refreshed. Village gateway The bollards had been installed. Church Lane footpath Members noted that KCC would arrange for a road closure in due course to reinstate the footpath and to carry out siding to the back of the footpath to allow full width again. Taylor’s Lane The highways steward had advised that any request for new signage would need to be submied to the safety critical team. Itwas resolved that the clerk would write to KCC. Playground inspection Members had met in the play area just before the meeting to consider the recommendations in the report following the RoSPA inspection. None of the equipment was deemed to be high risk. Itwas agreed to prepare a programme of remedial works for consideration at the next meeting. Allotments Itwas agreed that the contractual arrangements for the allotments needed to be reviewed. Itwas unclear who owned the boundaries of the allotments. The clerkwas to report back at the next meeting. Tree warden Memberswere delighted to hear that resident Neil Moulton had volunteered to be a treewarden for the village. Itwas agreed to support him where possible and noted that his activities were fully covered by the scheme’s insurance. Maps Cllrs JohnWickham and Jenny Dicksonwere planning to prepare maps to show the position of all the definitive footpaths, bridleways and other information such as dogwaste bins and lier bins as a record for the parish council.

Crime reportA manwas arrested at the junction of Bow Road/Tonbridge Road in connection with a burglary at the hairdressers which had a window smashed. Therewas a burglary at the yard in Red Hill where assorted plumbing fiings, brass and copper had been removed.A large amount of discarded tyreswere set alight on a farm in Canon Lane. An empty bole of fire ignition fuel was found nearby.A report of loud music near the crossroadswas received and environmental health detailswere given to the informants. Greensted Members of the publicwere asked for their views on the proposed demolition of Greensted care home. Discussions involved the size of the proposed new building, parking, amounts of traffic and the upheaval for current residents. The parish council has objected to the scheme. Playing fields The council agreed to employ RSS, a company that will carry out regular inspections of the play equipment and also maintain it.A site meetingwas held with Abacus to look at replacing the existing bark surface at the play equipment area with wet pour. The cost could be in the region of £38,000. Itwas agreed to look at the cost of replacing bark over the next years to see which would be most cost effective.
