Parish plan review There had been a 25% response with 73 questionnaires returned. Kent Men of Trees competition The judge had visited and seemed very impressed. Police reportA shed had been broken into and tools stolen in East Street. Public forum Concernwas expressed about the intensity of the lighting at Humphries & Parks.A member of the public said he would apply for four detached homes on theWinsor yard site. Initial discussions with the borough council suggested it would support this. Decisions Tonbridge and Malling Council had approved an application for an extension at The Bailiff’s Coage, Park Road, Addington and refused an extension to a garage at 4 Hazelview, East Street, Addington. Winsor car breakers An appeal had been made against the enforcement notice by Tonbridge and Malling Council alleging a breach of planning control at the site in London Road. The clerkwas asked to prepare a wrien submission. Pre-fabs Another enforcement notice against use of the site at East Street North had been served but the owner had appealed.A public inquiry would be held on November 24 at Civic Suite, Kings Hill. Open spacesA resident in East Street was concerned that the branches of trees next to the public footpath near East Street Green were likely to damage his greenhouse. The clerk would look into this. Nativity St Margaret’s Churchwas likely towant to erect the Nativity scene again this year on Addington Green. CaravanA caravan had been left next to La Kasa for many months.
Aylesford
Churchyard wall The cost of repairs should come from the main budget and not section 137 (donations) microgrants. Itwas agreed to accept the quotation for £580 from Andrew Clarke. Eccles car park Planning permission and the lease agreement had been received and a datewas set for the start of work. An additional cost of £4,000 would include a French drain and geo-tech fabric and sharp sand for hydro carbon disposal. The total cost would be £29,500. Pedestrian crossing All Kent Highway Services criteria had been met for a crossing in Bull Lane, Eccles. The estimated costwas £18,000. KHS had said it was unable to finance the project. Cllr Homewood had commied half the cost and the parish council agreed to fund 50% of the cost up to £10,000. Defibrillator Cllr Homewood had agreed to fund one of the replacement baeries for the Eccles Community Group defibrillator (£300). The group would be seeking to raise funds for the second baery. RBL request Several members agreed to donate £2,500 for seat covers in the new Garden of Honour Memorial through microgrants.

Crime Locks on garages in Roughes Road had been damaged, a security light on a shed in Snodland Road had been damaged and itemswere stolen from an outbuilding. Masters Lane Jonathan Marchant told the meeting that it was likely that his father’s property in Masters Lane would be sold as a building plot for three houses. He asked the parish council for its views on what it would like to see on the plot. Defibrillator This had been installed in the village hall porch. Clerk’s hours The clerk said it had taken two additional hours to cover the transparency andwebsite work, mainly due to problems with the website. Footpath Cllr HelenWalker said she had been told that the footpath by Birling Asheswas blocked. Condolences Ian Machin, who had been a member of Birling Parish Council for more than 20 years, had passed away. The council expressed its condolences.
East Peckham
Community wardens Lara Samswas the newwarden for East Peckham. Jubilee Hall Use of the hall had been reduced over the summer. Some income was recovered through the summer school. The annual steam clean had been carried out and the guers had been cleared. The heating system had been overhauled and a new fire door had been installed. Playing field Two new lier binswere to be installed. Table tennis club Cllr Serina Page had sourced two tables and had interest from 18 people. Unfortunately therewas no evening availability at the hall. Memorial bench Itwas agreed for a bench in memory of RolandAtkins, subject to location and the bench being in keeping with existing furniture. Bollards After complaints about a motorbike being ridden along the footpath, playing field and Crown Acres, bollards would be installed. Toilet facilities Work would be funded from £3,000 in the 2015/16 budget with the balance being met from reserves. Fingerposts The Chidley Cross fingerpost had been completed andwas due to be installed. The other fingerpostswere close to completion. The signposts at the junction of Church Lane with Bush Road needed replacing. CCTV The clerk had bought a tablet with which the PCSOs could access the CCTV. Christmas lighting The lighting budget would include solar-powered Christmas trees, winter/spring hanging baskets, festive motifs and lights on existing trees. Skate park Use of the playing fieldwas agreed in principle, provided therewas no use of parish council funds. The preferred location would be next to the street snooker using the existing base of the former zip wire activity. Emergency planning Kent Highway Services would supply road closure signs to be stored in sandbag containers. Bus shelter The contractors returned to the junction of Old Road and Crown Acres to carry out repairs and concluded that a helpful resident sweeping up loose tarmac was not allowing the tarmac to set. The contractor had since used a more expensive material and the residentwas asked to
leave it until it had set. Networking It had been suggested that the parish and town councils of Capel, East Peckham, Brenchley, Horsmonden, Paddock Wood, Yalding and Marden explore closer relations. Allotments The budget for site improvementswas £2,500 and costs already incurred included planning permission and levelling the site. There were five available plots. Twinning The clerkwas thanked for her help in making the visit to Chereng a success and the twinning associationwas thanked for its donation. Summer playscheme This had been withdrawn. The borough council had been unable to increase numbers and would review how local needs had changed. Budget Suggestions for 2016/17 included the next phase of the upgrade of the Jubilee Hall, play equipment, the next phase in village enhancements, a streetlight in The Pound and Christmas lights.

Pedestrian barrier Regarding the refusal of a pedestrian barrier at the Rectory Lane South junction with Oxley Shaw Lane, Cllr Anthony Compton said the first ‘Slow’ sign in Rectory Road Southwas to be replaced underwarranty. The installation of a barrier between the footpath and the road was to be discussed with the relevant official. They saw no reason to deny a barrier on the south side of the lane on the edge of the road, but they did believe there could be a problem on the north side as it could impede a resident’s access. Horses on pathA crushed stone path had been installed next to the football pitch and the MR130 footpath gate was being left open, allowing horses on to the path. Adoption of roads The earliest this would take place would be Easter 2016. This meant there would be no speed restrictions at the new school. Outdoor gym The installation at The Chase had not been possible as the Housing and Communities Agency had refused to lease the land to the parish council. An alternative location needed to be found within eight weeks or the funding would be withdrawn by Sport England. Dogwaste Itwas felt therewere enough dogwaste bins in the Lillieburn area and the problem arose through lack of a social conscience in a minority of dog owners that no amount of education or enforcement could solve. Members decided that, Tonbridge and Malling Council having refused to install an additional dog waste bin in CastleWay, the parish council would not fund it. Funding requests Itwas resolved to give £100 to Victim Support and £250 to Leyara. Bus shelter The shelter in Oxley Shaw Lane betweenWillowmead and Lile Oxley had had a broken Perspex panel for more than a year and the damagewas geing worse.
