NEWS Summary Care Records – where next for Scotland?

Community Pharmacy Scotland (CPS) has welcomed the deployment of access to the Summary Care Record to all community pharmacies in England. ‘There has long been a consensus across the profession that widening access to health information to community pharmacy will enable safer, better and more accessible care,’ they have stated.

The SCR provides key clinical information about a patient, sourced from the GP record. It is used by authorised healthcare professionals, with the patient’s consent, to support their care and treatment.

Community pharmacists and pharmacy technicians will be provided with secure approved and monitored access to the SCR which will allow them to support patients with better informed and tailored care.

More than 96% of the population have an SCR and it is already being successfully used in many settings across the NHS, such as A&E departments, hospital pharmacies,

NHS 111 and GP out-of-hours services and walk in centres.

Following a successful proof of concept across 140 sites, NHS England has commissioned The Health and Social Care Information Centre (HSCIC) to support all community pharmacies in England to implement access to the SCR.

‘We strongly believe by extending Summary Care Record access to community pharmacists people will receive better, safer and more accessible care,’ added CPS.

Community Pharmacy Scotland Chief Executive, Harry McQuillan, told us, “I note with great interest the news from south of the border with regards to community pharmacy access to summary care records.

“As a pharmacist who accessed this technology over ten years ago, I would urge the Scottish Government to look into similar access for the community pharmacy network in Scotland to enhance patient care.”

Alex MacKinnon, Director for the Royal Pharmaceutical Society in Scotland, added, “This is great news for patients and community pharmacists in England. The Royal Pharmaceutical Society (RPS) in Scotland and Community Pharmacy

How the Summary Care Record benefits clinical practices

Scotland (CPS) have been advocating for this for the best part of fifteen years.

“Access to an electronic shared record will undoubtedly be a key enabler for the development of community pharmacists’ clinical role. I would encourage the Scottish Government to work with key stakeholder bodies, including the RPS and CPS, to enable similar access for community pharmacists working in Scotland.”

There are a number of ways in which use of the SCR improves the quality of patient care:

• Improving Patient Safety -

supporting safer and more informed prescribing by providing timely access to accurate information

• Improving the Efficiency of Patient Care - reducing the time, effort and resources required to obtain this information from the patient’s GP practice Improving the Effectiveness of Patient Care - supporting the delivery of appropriate care to patients

• Improving Patient Experience - reducing the requirement on the patient to recall/repeat their medication information and supporting people with difficulties communicating
