Planning The council formally adopted the draft neighbourhood plan and agreed it should go forward to Maidstone Council for the regulation 14 consultation process.. Special events group There would not be a barn dance this year. The groupwas looking for new ideas, suggestions welcome. Itwas noted that the Christmas quiz made £918. SpeedWatch Issues with the SpeedWatch equipment were reported and would be pursued by the clerk with Unipar. The canvas bag used to store the equipment was missing and the clerk would check if Ulcombe had it.

Election Cllr Cheryl Taylor-Maggiowas elected chairman for the forthcoming year and Cllr Simon Reeveswas elected vice- chairman. Planning Councillors objected to a part retrospective application for the over-winter storage of an additional 76 seasonal agricultural and general workers’ caravans with limited occupation over the winter period and formation of a new access to New Road. Issues included over- development in open countryside and highway safety. Clerk Helen Andersonwas appointed temporary clerk until a permanent appointmentwas made. Flower planters Itwas resolved for Cllr Sue Knowles to purchase plants for up to £100. NoticeboardAreplacement board for outside the doctor’s surgery would be purchased for £300. ParkingAn email had been received about parking in Grasslands. The community wardenwas currently dealing with this issue. PubAn emailwas received from a resident about the Crown and Horseshoes public house. The policewere currently keeping surveillance on this property and the residentwas advised to contact Maidstone Council’s empty homes division for further help. SpeedWatchAgrant application would be submied to KCC to purchase SpeedWatch equipment. The clerk would contact Guy Rollinson regarding the potential of a new deployment site on the A274 Suon Road.

Manhole coverA broken manhole cover spoed on the verge next to Herts Crescent had been reported to Kent Highway Services.A cone had been placed at the site. Annual meeting Disappointmentwas voiced about the turnout at the annual parish meeting in comparison with last year. However, it was nice to see some new faces. Overall itwas felt to be a very good evening. Traffic survey A surveywas conducted relating to the traffic corridor on the A229 from the town centre to Boughton Lane/Cripple Street junction. The clerkwas asked to write to Cllr FranWilson requesting the survey be extended to Linton crossroads. Neighbourhood plan Feria Urbanism had signed up to continue to assist with the Loose plan. Itwas hoped that a draft plan would be ready by the end of November. Workwas needed on communicating with “hard to reach” groups. Police report PCSO Dougie Muir reported there had been two recorded crimes that month – theft in the Loose Road area and making off without payment at Linton Road. Regarding nuisance motor bikes, it would be helpful if registration numbers were recorded. BadgersA report had been received about badgers along the allotment pathway towards Bray Gardens and Valley Drive and questionswere raised about what could be done about this. It could be a problem when the proposed pathway revamp had taken place. Cyclewayswere also mentioned.

Memorial hall Councillors reviewed the tender report, considered the recommendations made by the surveyor and agreed the amount for the public works loan application. Itwas agreed to offer the contract to Finkis Construction/Artisan Development. The clerkwas to make the application for borrowing approval and public works loan for £334,980. Police report PCSO Nicola Morris said there had been one case of criminal damage and a case of theft. Therewere also reports of vehicles being broken into at Marden station and a set of golf clubs stolen. British Transport Police had been notified.A suspicious vehicle had been reported in Summerhill Road and there had been reports of young people with catapults – parents had been spoken to. Incidents at toiletswere being monitored and there had been reports of people taking items from the charity bin at Marden library car park. Dog show The communitywarden said a lawwas coming into force that all dogs had to be microchipped and this would be offered at the dog show. Newsleer All summer newsleers should have been delivered. The next newsleer was due to print onAugust 28. Thewebsite was being continually updated. Conifers The clerk had wrien to Golding Homes to say that the council intended to remove the conifers at Cranham Square unless a responsewas received from Golding Homes. No response had been received so itwas agreed to instruct a tree
surgeon to remove the trees as soon as possible. CCTVAn order had been placed for one camera. TaylorWimpey had been contacted regarding the possibility of connecting to a building in Rookery Court to install a camera overlooking the play equipment.A response had been received but itwas felt that thiswas not an option. Neighbourhood planA graphic designer had offered help with the preparation of the document. One estimate had been received regarding costings and a further responsewas awaited. Members considered the estimate received and asked that the clerk ask the other designer if he wished to quote for the work. Adventure trail Playdale had been offered the contract for this, a deposit cheque had been sent off and workwas due to commence. Play scheme The council had been successful in its bid for £1,000 towards the scheme.
Nelestead
New member Emily Salterwas co-opted onto the parish council. Memorial Itwas noted therewas a nice article and picture in the parish magazine of the restoredwar memorial. Clock The clerkwas asked to speak to the owners or tenants of School House regarding the clock. Police report There had been no crimes since the previous meeting. Chaerbox Cllr Jackie Benne reported that new memberswere always very welcome. Playing field The clerkwas asked to contact the company from whom the bin was purchased to see if some fixings could be ordered to secure it. The grounds maintenance quote for the coming yearwas within the budget which had been set for 2015/16 andwas agreed. The council would like to keep a record of the cuts which occur throughout the year. The clerkwas asked to contact the company with this request. This would enable the council to seek quotes on a more accurate basis when the contact came up for renewal. Highways The clerk had spoken to Maidstone Council regarding lier throughout the village. Itwas noted that this appeared to be a problem throughout the borough. The clerkwas asked to contact the communitywarden regarding posters/leaflets about dog mess and would also speak to the dogwarden about this. The clerkwas asked to report the fence on the corner of the field at the entrance to the village hall aswell as a pothole in Bishops Close. The clerk stated that all highways and footpaths problems could be reported by anyone on the KCC parish portal. The clerk did not have any update on the Japanese knotweed in the layby and this appeared to be an ongoing problem.
Staplehurst
Neighbourhood plan Maidstone Council had advised that a strategic environmental assessment of the neighbourhood plan would not be necessary.
