Kingswood Co-option Mike Darlingwas co-opted on to the parish council andwelcomed to the team. Crime report Two crimeswere reported: a case of criminal damage in Gravelly Boom Road and a theft in Broomfield Road. Four cases of anti-social behaviour had been reported – three of them in Charlesford Avenue and one in Cayser Drive. Relief roadA group of councillors met for the second time to discuss the Leeds- Langley relief road and how they could determine the best option for all parishes. It was agreed that funding of the administration should be shared between participating parishes. Neighbourhood plan The plan had had to go back to public consultation. The parish news formatwas used to publish the updated plan details and copies had been delivered to every house in the parish. Sports field Councillors resolved that up to £25,000 could be transferred from the contingency fund to the sports field commiee for an extension of the play area and the purchase of additional equipment. Gate closure The clerk had received a complaint about the permanent closure of the sports field gates due to criminal damage in recentweeks. The complainant felt that the closure created a potential danger with cars being parked in the Lenham Road. Councillors explained that there was no other choice at this time and the maer would be discussed again soon. Football team An under 12s football team had asked to use the sports field for matches on Sunday mornings. Memorial benchA resident had applied to site a memorial bench at the sports field. There had been extensive damage to the seating in the field and some bencheswere beyond repair. The clerk had reported the damage to police. Police call The Scouts had asked the clerk to request a police presence on the evenings when Scout groups met at the field due to some youngsters using catapults and allegedly drugs. There had also been swearing and intimidating behaviours directed at the Scout leaders. The clerk asked them to report the incidents by calling 101. Footpath Mr Morgan now required the footpath to the sports field to be moved one metre away from the boundary fence. The trees that would have to be removed to accommodate thiswere covered by a tree preservation order so permission would have to be sought for their removal. Revised quotes for the work would have to be sought. Itwas agreed that the clerk should make the TPO application before any further work took place. Scout sign Councillors resolved to accept the quote from JRT Signs for a Scout group sign and to donate the sign to the Scout group. Village planting Itwas unanimously resolved that up to £300 should be spent on spring and summer bedding plants for the village planters. Fair The village hall fair took place on Saturday, July 4, and the parish council had been asked to participate. Tall Trees The clerk had contacted the owners of the leased land to ascertain whether they would be interested in


buying the land. Both tenants had expressed an interest in doing so. The clerk was to write to them and ask them to make a reasonable offer that could be discussed at the next meeting.


Chart Suon


Yellow linesA traffic regulation orderwas being progressed with a view to geing the yellow lines at the junction of Chart Corner, Chart Hill Road andWarmlake Road.A speed survey would be carried out on Chart Hill Road. Further action would depend on the survey. The cul de sac signs had been ordered. Optionswere discussed regarding the safety of pedestrians around Chart Corner. Itwas agreed that the best optionwas to mark a white line to stop vehicles parking too close to buildings and to define an area for pedestrians. Chairman’s report The chairman reported that the top railingwas missing along Brishing Road and the clerkwas asked to report this. Fly-tipping Some computers had been dumped in the stream on Brishing Road and some Royal British Legion charity bags were dumped at the Memorial Playing Field. Thiswas reported to RBL and they were promptly removed. Borough Cllr Steve Munford agreed to speak to communitywarden Liz Lovat about the increase in fly-tipping. Pavilion Cllr StevenWaring had received another complaint about the mess in the pavilion following a football match. When the new season starts CllrWaring planned to visit the pavilion after matches to see whowas responsible. Shop on the Green CllrWaring said no cabinwas currently available for the shop, although it was hoped one would soon be available. CllrWaring had given the clerk a map detailing the new path to the shop, which had been forwarded to Maidstone Council.


Coxheath


Offices Cllr Clive Parker was re-elected as chairman and Cllr Rodney Divallwas re- elected as vice-chairman. Heathfield site The parish council remained opposed to the planning application for this site on the eastern side of the village. Neighbourhood plan The parish council was still awaiting the outcome of legal advice being sought by Maidstone Council in respect of the neighbourhood plan. Football pitch Repairs had been carried out to the damaged areas of the football pitch on the Beacon Field, off Linden Road.


East Farleigh


Co-options Lynn Topley and Janet Ellio were co-opted onto the parish council. Police maers PCSO Mahew Judges reported there had been three crimes in the last month – a theft from The Priory and two non-dwelling burglaries in Gallants Lane.


Crossing Councillors reported on the meeting following the injury of the Network Rail signalman at the level crossing. The meeting was very positive but the subsequent emailwas less so. Yellow hatching had now been done to keep cars back from the gates but speed


humps had not yet appeared. The clerk would write to KCC to request an update. Car park The council had compared paints for the delineation of the parking bays and agreed to buy 20 cans at £7.99 each from Screwfix whichwas very durable and considerably cheaper than those already purchased from Kent County Supplies. The clerk would return the KCS ones, which would incur a 20% handling charge. The council decided not to buy the applicator. TripleM had agreed to visit the car park to assess the maer of the gravel surface shifting. The council would make some laminated signs, asking the last person to leave the car park in the evening to lock up. SpeedWatch The May deployments had been abandoned due to badweather. However, a schedule would be circulated to volunteers for them to sign up and this should mean deployments of two per month up to and including October. Bridge working party The council agreed to contact DHA Planning about the cost of expanding the existing feasibility study to include traffic management. Bench The leaseholder of the parish council-owned Horsewash had expressed concern over siting a public bench there, due to lier issues, so this maer would not be pursued.


East Suon


Police report Therewere no crimes or calls for anti-social behaviour reported for this period. Therewere two vehicle breakdowns and a road accident.


Headcorn


Chairman Cllr Lyn Selby was elected chairman for the forthcoming year. Cllr Dungey was elected vice-chairman. Policing PCSO John Boyd said there had been 10 crimes with two calls regarding anti-social behaviour. Two road traffic collisionswere also reported. PCSO Boyd said that hewas often hearing reports second or third hand andwas very keen to promote the PCSO service. The chairman agreed that the council would run an awareness campaign as it had done in the past. Warden’s report Communitywarden Stuart Ellesmere had dealt with a broad spectrum of social aspects relating to housing safety and security, and anti-social behaviour. He continued to work with the council to address the fly-tipping and dog fouling issues with Maidstone Council. Asked by the chairman if there had been an increase in anti-social behaviour, he confirmed there had not been. The chairman also asked thewarden and PCSO if they could keep an eye on the public conveniences at Days Green and if the doors had been wedged open, could they remove the wedge. Scam alerts The chairman requested that details of all scam alerts be posted on the parish councilwebsite. Communications Itwas agreed that the communications group could spend small amounts (up to £100 in any month) on the urgent needs of media management, subject to reporting to the council at the next meeting.
