Officers elected All councillors agreed to continue for the next year. Cllr Charlie Hewi stood down as chairman due to work commitments . Cllr Vanessa Jones was elected as chairman and Cllr Nichola Carr as vice-chairman by unanimous agreement. Malcom Greerwas co-opted to the parish council by unanimous agreement andwaswelcomed. Resignation Cllr Anderson had tendered his resignation. The council recorded its thanks for all his hard work. Lighting trial Itwas agreed to permanently disconnect electricity and remove the light-fiing, costing £700 per light. However, KCC would not fund the installation of a swan-necked light at the build-out at Camellia. The cost to the parish council of such a light would be £3,804. Further researchwas needed before a decision could be made.


Downswood


Crime report Five crimes had been reported: criminal damage in Grampian Way and Longham Copse; a burglary with intent to steal in MallardsWay; theft from a vehicle in Ravens Dane Close and the possible production of a controlled drug in Longham Copse. Cllr MartinWeeks said that several wing mirrors had been broken off cars parked overnight. PCSO Tim Gurr was to make further inquiries. Swan death Borough Cllr Gordon Newton said a swan from Mallards had been taken to the swan sanctuary where it had died of botulism. Newsleer This had been delayed after CllrWeeks had hurt his hand, but was due to be finished. Jubilee Stone This neededweeding and more plants. Lights The steps of the alleyway between Deringwood Drive and Ravens Dane Close were still unlit. The clerkwas to enquire about the edge of the steps being marked with paint. Olympicnic Permission had been given for the tug ofwar rope to be used. Menz ices had confirmed they would be happy to aend. Itwas agreed to accept quotes from the Red Cross and Four Jays. Christmas carols Itwas agreed to request the hall for December 5, with the ceremony taking place from 5.30pm to 6.30pm. Cllr Weeks volunteered to provide an artificial Christmas tree. Garden competition CllrWeekswas to ask if a representative from the Poed Garden would judge the competition. Itwas agreed that the prizes would remain at £50, £25 and £15. Fete The Downswood Community Association (DCA) fete would take place on Saturday, June 6. The usual stalls would be requested for the parish council. Cllr Weekswas to check the gazebo situation. It was agreed to donate all proceeds to the DCA without deductions to cover expenses. Rubbish at Spires Itwas hoped the new bin provided by Babo’s and kept inside its unit would help to reduce lier being discarded and blown around outside. Rajen Kantaria said any rubbish left outside on the courtyardwas being swept up by Babo’s staff before closing or after opening time.


Harrietsham


Potholes Cllr Janea Sams reported that some of the potholes in the village had been repaired. However, when she had spoken to one of the contractors, he stated that the potholes that had not been marked up could not be repaired. Marley Road Concernswere raised that the steps from the new properties being built went out onto the road, which is extremely dangerous. The approved scheme states that the footpath would be extended into Mercer Drive; however, this had not been done. The planning department had been informed andwere investigating. Sign Cllr Janea Sams said that the 30mph sign needed to be moved into the residential area. Tidy Cllr Janea Sams reported that the areas of concern, which had been highlighted by a resident at the last meeting, had been tidied up and the street lighting issues had been resolved in St WelcumesWay. War memorial The parish council agreed to ask the history society to commission and project manage work on behalf of the parish council. In return, the history societywas to provide a grant of about £5,750 towards the work, and the council would cover any shortfall in finances. WoodlandsWalk Itwas agreed to continue to use the dowry to pay for maintenance work. Duck Island Due to the quoted cost of £30,000 for increasing the size of the island, it was agreed not to pursue this maer further. Remix Cllr Tom Sams said the group urgently needed more volunteers so that the Tuesday Youth Club could restart. One volunteer who had joined had aended the club when they were younger. Anti-social behaviour PCSO John Boyd stated that there had been an increase in reports of ASB in the village, which had started off with youths trespassing on private land, and subsequently there have been further reports around the village hall. The group had been stopped and their parents spoken to. Fairbourne Lane There had been a report of bad driving. Parking Cllr Tom Sams had spoken to Kent Police about the caravans being unloaded along the A20 and then transported up to Pilgrims Retreat. While the caravanswere being unloaded they parked by the entrance toWest Street and Chippendayle Drive, whichwas extremely dangerous and caused visibility issues for drivers trying to pull out of these roads.


Leeds


Highway issues Cllr Gary Cooke said that modelling for a spurwas being progressed by Kent Highway Services. No route had been proposed and once therewas information a consultation process would follow. Cllr Cookewas to enquire about the possibility of a lorry ban sign in a number of languages. Recycling Therewas still a lot of mess around the recycling bins in the church car park.A permanent lier bin had been placed next to the recycling unit. SpeedWatch Community SpeedWatch Support and the Community Safety Unit at


Kent Policewere both very supportive of seing up a village SpeedWatch group. Playing fields The amount of dog mess on and around the playing field had reduced. Work on tidying up the play area and repainting the equipmentwas due to start. Lier There seemed to be an escalating problem. Most of itwas thrown out of cars.


Lenham


Dog mess Communitywarden Martin Sherwood had been working with the clerk to bring to the aention of the dogwarden the problem of fouling on footpaths. Itwas bad on the path to the primary school along RobinsAvenue and Robins Close. Parents were concerned that pupils of both the primary school and nurserywere at risk of being contaminated. The dog warden would visit the area and issue penalties.


Neighbourhood plan The plan had been presented to Maidstone Council as a draft in early April. Copies would be available in the library and surrounding businesses. Skate park The BMX skate park equipment would be repaired and repainted. Ham Lane play area repairs would be undertaken. Car park Maidstone Road car park would be cleared, gullies swept, vegetation cut back and old damaged posts removed. The drains had already been cleared and the lighting would be upgraded, followed by the white lining being reinstated. Festival Itwas agreed to grant £100 towards the Lenham Family Festival. CCTV Quotes for the upgrading of the CCTV system would be considered. Solar The solar panels for the community centre would be delivered shortly.


Otham


Spring clean As part of his member’s grant, KCC Cllr Gary Cooke suggested a spring clean for the local area which could focus on cleaning of street signs and telephone boxes, trimming back vegetation and lier-picking. It could be turned into a community event, offering residents the chance to get involved and build community spirit. Traffic Cllr Cooke said that KCC officers would be coming to Otham to see what could be done to slow traffic down. He would do what he could to help. Neighbourhood plan Itwas hoped to circulate the questionnaire by the end of April. AshA report that piles of ash had been appearing at the top of Honey Lane, close to the junction with White Horse Lane, would be investigated.


Ulcombe


Crime report The PCSO said two crimes had been reported, but there had been no cases of anti-social behaviour. Community wardens Recruiting was taking place for additionalwardens and in the meantime, the communitywarden would be covering a wider area. SpeedWatch The scheme had started successfully but more volunteerswere needed. Annual audit The clerk said notice of the annual audit had been received and would be advertised in due course.
