Defibrillator The clerkwas asked to request that the owners of the carwash at the Jet Garage do not let cars block the entrance to the BT box which contains the defibrillator. Crime report PCSO Laura Bullen reported that garden equipment had been stolen from a garden in Troiscliffe Road and copper was stolen from nearWest Malling. Golf club The greenkeeper’s compound at the golf clubwas broken into and a number of itemswere taken. Policewere following up reports of a suspicious vehicle in the area at the time. Members discussed the disappointing news that the police had been unable to identify a culprit following the aempted break-in at the workshop at the recreation ground. PCSO Bullen agreed to find out if her shift paern could be changed so that she could hold another surgery on a Saturday to coincide with the freighter service at Ad-Pine. SpeedWatch The clerk had contacted a number of parishes to see if they would be willing to share their equipment or consider a joint purchase. Mereworth would be willing to sell the rights to using equipment held by Hadlow for oneweek a month for £359. Members remained concerned that the running of the scheme fell entirely to the clerk and therewere so few volunteers to help.An appeal for more volunteers would be made and the decision whether to take up the offer from Mereworth would be deferred to the next meeting. Play equipment The quotes for providing and installing the play equipment at the recreation groundwere more than £25,000. Cllr Peter Robinson explained that the recreation ground commieewas looking at all avenues of funding. Itwas suggested that the commiee placed a flyer in The Pilgrims newsleer explaining that the ground and play areawas run by volunteers and relied entirely on grants and funding. The clerk would also place the proposals on the website. Village hall The commieewas discussing jointly purchasing enhanced security and CCTV devices with the golf club. Resignation Members noted that Mrs Castle had resigned from the parish council. Caravan The caravan in the grounds of Shaw Hill House had now had a TV aerial installed and a barbecue.


Birling


Crime report PCSO Laura Bullen had been unable to aend. Four tyres had been taken from a garden in Masters Lane. Village hall The car park gatewas now being locked at night. Financial position Year-end figures showed expenditure of £11,600 against a budget of £13,500, due mainly to less being spent on thewar memorial renovations. The closing balance of £27,900 included Cllr Sarah Hohler’s member grant of £1,000 towards the possible purchase of a defibrillator and included a provision of match funding for completed road schemes. Laptop The clerk had had virus problems with her home PC and subsequently with theHMRClink. This had been sorted at a separate cost of £25 plus Vat. Itwas agreed to buy a laptop for up to £500. Clerk’s salary Itwas agreed that the clerk’s hours be increased from 30 to 34 hours per month to cover the extra transparency code

work and that her salary should move from SCP24 to SCP25 of the Local Government Services pay scale with effect from April 1. Street lighting Itwas agreed to extend the current contract with EDF for one year and that PSR Lighting should continue to maintain the street lights at a cost of £120 + Vat per annum. Internal auditor Itwas agreed to appoint Kevin Funnell to carry out an independent audit. The Bank The Kent Highways Services steward had advised the clerk that building a retainingwall would be prohibitively expensive, but he would arrange for the footpath to be swept. This had been carried out but more debris had immediately fallen down. HGVparking The clerk had spoken with Tonbridge and Malling Council, KHS and PCSO Bullen who said nothing could be done about the parked vehicles in Birling Road, as itwas not an offence unless the whole footpathwas blocked or damagewas being done. White lines The KHS steward had said this would be carried out within two months.


East Peckham


Youth shelter KCC Cllr Mahew Balfour was thanked for his help in securing a member’s grant of £2,500 towards the shelter.


Retirement In appreciation of his dedicated work for the village, a £25 garden voucher was presented to communitywarden Paul Harfleet, whowas retiring. Jubilee Hall The risk assessmentswere up to date andweekly visual checkswere being done. The Wok Gym Club had been able to use the documentation for their Gymmark accreditation. However, they had been reminded that they had to prepare their own user risk assessment. Election The clerk had prepared induction packs for newly-elected and re-elected parish councillors. Library Cllr Mrs Graham drew aention to the low footfall at East Peckham library. She was concerned that the annual cost of the librarywas £31,000 and the low borrowing level meant that each borrowed item cost nearly £4, whichwas unsustainable in the long term. She added that if the Methodist Churchwas successful in its plans to turn the church and Curran Hall into a church and community hub, this could be the ideal venue for the library and post office, which couldwell lead to an increase in footfall.


KingsHill


Uncontested The chairman reported there would be an uncontested election with two members standing down and one member joining the parish council. Cllrs Cockell and O’Moorewere thanked for their contribution to the parish council and its work. Planning The original parish council objectionwas re-stated to the application regarding land at Gibson Drive and KCC called it in for discussion by commiee. The applicationwas approved. The KCC planning commiee asked that the police carry out enforcement on Gibson Drive. As the roadwas not adopted therewere concerns that standard road traffic legislation did not apply. Crime report The monthly crime and incident reportwas discussed. Concern


about door-to-door sales of kniveswas discussed. Residents would be urged to ring 999 if theywere intimidated rather than using 101. Car park Therewere a number of reports of anti-social driving in the Asda car park. Unfortunately, CCTV did not cover this area. The council would write to Asda asking it to extend the CCTV system to cover this. Broadband Residents of Kate Reed Wood had raised concerns about broadband connectivity. Itwas resolved that the borough and county councils be lobbied in addition to theMPafter the election. Community funding Itwas resolved to award Kings Hill Football Club a grant of £6,000 towards their costs for their under-18 members living in Kings Hill for the 2015-16 season. Archery project The business plan for the archery projectwas approved. Itwas suggested that the archery lessons could be used for the Duke of Edinburgh award activity achievement. Barbecue Youths had had a barbecue on one of the grass pitches at the sports park and damaged the grass. Annual parish meeting Therewas concern that despite the parish council’s continuing efforts, the pedestrian access toWaitrose had not been completed. Itwas agreed that the planning and transportation commiee should increase its efforts to bring this maer to a conclusion with Liberty Property Trust and the leaseholder.Aresident asked if anything could be done about speeding on Kings Hill. Itwas confirmed that the police were currently undertaking speed checks in Gibson Drive only.Arequest for the police to review Tower View, ForestWay and RegentWay too would be made. Future consideration of SpeedWatch would be made.


Leybourne


Website This had taken a back seat as the new clerk had a very heavy work load and a short time to prepare for the end of year audit. However, the minuteswere always open for inspection at the council office. Lighting The Joint Transport Board said most Leybourne main road street lights had been converted to LEDs. Memberswere doubtful that thiswas accurate. Barrier The request for a barrier at the end of Rectory Road South had been deemed impractical as it would leave insufficient room for prams and buggies. CastleWay Lack of funding prevented implementation of the recommendations of the safety audit that the junction with the A228 should be ”left turn only” or have a physical lane separation. CCTV Members considered a recommendation from the general purpose commiee to adopt a revised CCTV policy. The recommendationwas accepted and the revised policywas adopted. Summer playscheme The meeting reviewed the report on the 2014 scheme and noted that much of the information requested had not been provided. The clerkwas asked to contact Tonbridge and Malling Council (TMBC) to ask for the information again. It appeared that Leybournewas being asked to contribute 15% of the cost and only 9 out of 23 parish councilswere making any contribution. Itwas agreed to defer a decision on a contribution to the cost until the required informationwas provided.
