Hadlow WI In response to the leer requesting a larger cooker, an industrial dishwasher and changes to depth of the sink, the council considered the changes overall to be costly and unjustified at present, as no other groups had expressed an interest. Further considerationwas given to purchasing a larger cooker, but until the clerk could confirm that the hall was licensed and insured for such purposes, no further discussionwould take place. Budget 2014/15Aprecept of £85,046.10was approved. Golden GreenAdonation of £100would be given to the Golden Green Association towards a retirement gi for the village hall caretakers, Mr and Mrs Nobes.

New member Cllr Michael O’Moorewas co-opted onto the parish council. Fete The summer fete would be held on July 19. School The chief executive of Valley Invicta Academies Trust gave a presentation on the proposal to run the third primary school in Kings Hill, followed by discussion. The planning applicationwas expected to be submied by KCC in April. Admissionswould follow standard KCC policy. Police Inspector Stephen Lea had been appointed as inspector for the area, replacing Nick
Sparkes.Ameetingwould be arranged to discuss policing issues.A copy of a leer sent to the district chief inspector, complaining about how a crime at the community centrewas dealt with, was
circulated.Acopywould be sent to the police and crime commissioner. Village sign Itwas resolved that two signs should be installed on both roads into the village. The second sign should be funded through grants or sponsorship if possible. Locationswould be discussed further with Liberty Property Trust. Remembrance Day Suggestions for the 100th centenary ofWorldWar Iwere discussed. The parish councilwouldwork with others to make the Remembrance Day ceremony much larger, to encourage more residents to aend.Aparade from the control tower to the airman statue was supported. New bannerswould be made to advertise the annual ceremony and joining with local churches to provide postcards with detailswas also suggested. Grant fundingwould be sought.
Leybourne
PCSO Itwas noted that since members had a meeting with the police and crime commissioner, there had been no response to the request for a designated shared PCSO for Leybourne andWest Malling to be jointly funded between the two parish councils or to the suggestion to empower a retired police officer to deal with low level crime through the adoption of bylaws.A

Salt bin Councillors agreed to fund a salt bin for £200 at the top of Old Barn Road. Donkey fieldAdonation of £250was made to support the donkeys and ponies in the field. Bomb HoleWorkwould be carried out as soon as possible by Envirocology on clearing the fallen trees at the Bomb Hole at a cost of £379.20 plus VAT. Dead trees near the toddler’s play areawould be replaced at a cost of £200. Christmas tree Leybourne church and schoolwould be invited to provide a choir for the annual lighting of the Christmas tree. The Malling Choirwould also be invited, as it had aended the event for the last two years.

Rocks KCC had been asked if it would give permission for large rocks to be placed by the parish council on the verge of The Street/Seven Mile Lane to deter parking.A responsewas awaited. VacancyAvacancy on the parish council had been caused by the resignation of Richard Devine. Y2 CrewAdonation of £50was agreed towards Tonbridge and Malling Council’s summer scheme. Precept 2014/15 Itwas estimated that the borough councilwould be passing on £1,724.81 of the council tax support grant to Mereworth Council. If thiswas set against the agreed precept requirement of £12,500, it would reduce it to £10,775.19 – a band D equivalent of £26.43. In 2013/14 it was £327.15 and in 2012/13 itwas £26.66. If the government grant was not used to reduce the precept, the band D equivalent would be £30.66. Itwas agreed that the grant be used to reduce the precept to £10,775.19. circulating.Adonation of £50 would be made towards the project. Pitches Rolling and spiking had been carried out and the football club had reported that the pitcheswere much improved. The club had forwarded half the costs and requested thework be undertaken regularly. Itwas agreed that one more treatment could be carried out. Warden It had been suggested that the communitywarden be asked to look at monitoring school parking and advise parents on safe parking; aend the lunch club and give the parish council feedback on any concerns raised; check lanes for fly- tipping and inappropriate parking and check the QEII field and play area. The clerk had contacted the communitywarden on these maers but had not received a response.
The Pound Tree The clerk had wrien to Tregothnan Estates regarding damage caused by vehicles to the grass verges around the tree.
Nelestead
Co-opted David Bakerwas co-opted as a member of the parish council. Chaerbox Cllr Jackie Benne said the Christmas lunchwas a great success, as was the sleigh. Highways The issue of drainage in the villagewas raised. The clerkwas asked to contact Richard Barling about the ditch opposite Old School Coages which floods on to the road. This area is unlit and the floodwas not visible to motorists until they were close to it. Signal boxAsite meeting had been arranged with Network Rail. Hall Repairs to the village hall roof had started. King George V Field The two-seated leg press had been repaired. The football net was not in a bad state of repair andwould be checked again later. Planning An application for listed building consent for replacement windows at 3 Forge Coages, Maidstone Road,was considered. Memberswanted to see this approved.
Oam
Annual meeting David Brazier, KCC cabinet member for highways, environment andwaste, will aend the annual parish meeting on Friday, April 11, in the village hall from 7.30pm. Traffic in the village will be one of the topics at the meeting, along with the recent book “All Our Stories” published by the Beat Project about local stories and memories from the Malling area. Blaise Farm Councillors discussed the application which had been made to extend the life of the existing plant to coincide with the life of the anaerobic digestion plant. Therewere no objections as long as the odour problemswere kept under control and the infrastructure of the facility was maintained
properly.An odour trial was ongoing at the plant to tackle the problem of “Monday morning” odour that residents had reported. Quiz The quiz night in aid of the village pond projectwas a great success. Local companies who donated prizeswere thanked, including the King’s Arms pub in Oam, the Lobster Pot, the Scared Crow, Waitrose in Kings Hill andOamTennis Club. The raffle raised £400. May Day The celebrations will be held on Saturday, May 3 on the village green. Byelaws The parish council formally resolved to adopt a new set of bylaws for the village green. These can be viewed on the parishwebsite or by contacting the clerk. Review The annual parish reviewwould shortly be completed and could be viewed on the parishwebsite, or copies obtained from the clerk.
