Police PCSO Laura Bullen reported that a number of sheds had been broken into in the Greenways and Provenders Close area and fingerprints had been taken. The residents affected had been given shed alarms and prevention advice.Acouncillor reported that an old tent and bags of rubbish containing empty alcohol boles had been dumped at East Street North near the five-bar gate. PCSO Bullenwould investigate. DefibrillatorAdefibrillator would be purchased using funds available in the budget and KCC Cllr Sarah Hohlerwould be asked if funding could be available for a second one in the next financial year. The parish councilwould also look to fund and buy a third one in 2014/15. Troiscliffe Road KCC had proposed two signs on the village gateway with the wording “Welcome to Addington” and “Addington,AHeritage Community”. The suggestedwordingwas accepted. Emergency planAmeeting was suggested to discuss possible responses to a series of local situations such as loss of power or a major incident on the A20 or M20. Itwas agreed that telephone trees for each situation should be drawn up so that people could be contacted quickly. Parishionerswould be encouraged to offer skills or equipment such as generators. Budget Itwas resolved that the precept should be £19,208.81 including the council tax support grant of £613.14.


Aylesford


Flooding Recent flooding in Sedley Close was reported to Kent Highways Services. BollardAbollard in Rochester Road had been knocked down before Christmas but had not been replaced. Itwas acknowledged there had been difficulties for KHS with recentweather, but the clerk was asked to pursue the maer. Trench repair The football club requested that this project at Forstal Road recreation ground be postponed as it would not be able to give up use of pitch 3 in April due to the number of games to be rescheduled due towaterlogged ground. Street naming Tonbridge and Malling Council and the developer had proposed Carmelite Road and Abbey Lane for the former Somerfield site. Members felt Abbey Lanewas not an appropriate connection to the Friars as itwas not an abbey and lanewas not suitable for a new development. Their first choice remained Hengist Drive and Horsa Close. If thiswas not mutually agreeable, the parish could accept Carmelite Road but would like an alternative to Abbey Lane.


Birling


War memorial County Cllr Sarah Hohler had approved £1,000 from her member’s grant towards the cost of refurbishing the war memorial. Thework could not be completed in time for the flower festival as originally planned. Footpath Itwas expected that the work on the footpath opposite the churchwould be done in April. Lier The PCSOswere doing spot checks on the village hall car park, but nothing had been reported to the council. An email


had been received from a resident regarding lier and sexual objects found. Street light The £250 excess and loss of no claims discount meant it would not be cost effective to make an insurance claim for damage to the street light at Parsons Corner. The clerk had therefore asked Tonbridge and Malling Council to arrange for the work. Local plan reviewApresentationwas given by Tonbridge and Malling Council planning officers. Flooding Kent Highways was notified of concerns about continual flooding at the culvert by Birling Ashes andWorkhouse Road in Ryarsh, which had been closed since Christmas. HGVs driving through Birling as an alternative route had had an adverse effect on the village.


Dion


VehiclesAresponse from KCCwas read regarding the development at the former Dion Laboratories. Itwas noted that it was not possible for construction vehicles to use the road through East Malling Research. The trees at the entrance to the site had preservation orders but the protective fencing surroundwas too restrictive. Also the vehicles did not appear to have slowed down. The clerkwould contact Tonbridge and Malling planning about the trees and ask again for the vehicles to slow down while passing through the village. Dances The balance sheet for the Christmas and New year dances showed an overall income profit of £330 and a profit from raffle ticket sales of £607. Ticket sales for the two Christmas dances had been substantially less than in previous years but had been up on last year for the New Year’s Eve dance. Itwas resolved to hold a New Year’s Eve dance with the Peter Elligate Show Band in 2014 but to refer the two Christmas dances to the community centre commiee for suggestions on changes to format and improved advertising. County Cllr Peter Homewood suggested that a good place to advertise events such as the council’s danceswas the Downs Mail.


East Peckham


Precept The precept was set at £109,110, equating to a 1.5% increase on last year. Jubilee Hall Usage of the hall and playing fields had dipped over Christmas and New Year and therefore incomewas lower.An enquiry had been received from someone interested in seing up a tennis coaching scheme. RehearsalsAband comprising responsible older teenagers had asked to use the sports hall to rehearse. Itwas agreed they could have free use of the hall on Saturday evenings for six months, provided there were no other paying users, on condition they did somework for the community such as a fundraising concert for the skatepark.Ameeting would be arranged to discuss the fundraising in more detail. Vending machine The snack and drink vending machine had been changed and a new snack, can and bole machine installed.


Neighbourhood plan There had been very lile interest in the neighbourhood plan from the community. One final push


would be made to aract community involvement by holding an open forum. Website The new parish councilwebsite had gone live. Emergency planning The parish council thanked all groups and individuals who helped the community during the Christmas and new year emergency. The East Peckham Flood Groupwanted to work with the parish council and the community resilience team. One of the most important issueswould be the revision of the village emergency plan. Annual meeting The annual parish meetingwould be held onWednesday, May 28.


Councillors’ areas For administrative and emergency planning purposes, the village had been divided into areas. Following the disbandment of the floodwarden system a number of years ago, memberswere expected to monitor their areas during emergency planning situations, but it had become apparent during the recent flooding that not allwere aware of this.A reminder of councillors’ areaswas provided and memberswere asked in a flood emergency to monitor their areas and notify the community resilience team of anything that required aention. Anniversary Memberswere advised that 2014was the 120th anniversary of the parish council. They agreed to defer commemorations until 2019 when the 125th anniversarywould be celebrated. Twinning The twinning association annual meeting would be on April 25 and this year’s activitieswere expected to include a visit to the war graves at Chereng. Skatepark Cllr Lorraine Baseden had submied funding applications totalling £115,000 and further oneswould be submied. Y2 Crew The parish council contributed £50 towards the 2014 summer scheme and would look at increasing this in 2015, subject to receiving a satisfactory report for 2014 indicating that the number of youngsters taking part from East Peckham had increased substantially. Churchyard trees The parish council would fundwork in Holy Trinity churchyard following the recent storm damage, up to £300.


Hadlow


Village hall Damage had been reported incorrectly by a member of the public to the police as criminal damage but was actually just a result of changes to boiler controls which had set off a safety release valve, hencewater flowed through an external pipe. Christmas lights Therewas a slight issue with dismantling the display as the usual electrical company had gone into liquidation. However, with the help of Gala Lights, a new companywas found to assist and accepted as the contractor for 2014. Donations collected to date totalled £325, whichwas slightly less than last year, but it was hoped that morewould come in. CCTV The cameras had been unreliable over December, with two atWilliams Field requiring aention. Borders The damagedwooden frame around the border opposite the Prince of Wales had been removed andwould be replaced in due course. Short mat bowls The council
