have signaled a willingness to support the Car Magnet Man- date, but have added an amend- ment to the bill banning the display of “My Kid Is An Honor Roll Student” bumper stickers. These bumper sticker messages are viewed as an inappropriate public celebration of class war- fare.
Hangover Part III Mandate (sponsored by Sen. Harry Reid –D-Nevada). SB 1017 is not, as the name might imply, a man- date that all Americans be sub- jected to yet another Hangover movie, particularly since Part II was such a huge disappoint-
ment. This proposed mandate would force all men between the ages of 21 and 40 to spend at least one weekend in Las Vegas on a bi-annual basis. This mandate has inspired a rare show of bipartisanship. Romney benefactor and ca- sino magnate Sheldon Adelson signed on to the proposed law after Reid agreed to add a plank that all men must show proof of citizenship when entering any casino or pay a penalty (not a tax). Recent polls show that public opinion is split evenly at 50-50 on the measure, with men supporting it 100 percent
and women polling against it by the same percentage. All Employees Must Wash
Hands Before Returning to Work Mandate. This could be the most controversial and most contentious mandate battle of them all. The AEMWHBRTW Mandate requires job-killing signage to be posted in millions of public and private restrooms across the nation. It is an em- ployer based requirement that as currently proposed contains no provisions for those retired or unemployed, leaving mil- lions without the obligation to wash their hands. Liberals be-
moan the health costs to the nation of filthy hands touching everything from door knobs to fresh produce at the local Whole Foods. Conservatives have rallied around the bill saying, “Dirty hands are a right that you’ll have to wash off my cold, dead hands.” The ACA individual mandate
is constitutional. That fight is over, but there are more wars to be fought over a wide range
25
of individual mandates. With the ACA debate finished legally if not politically, the Supreme Court now has a clear docket to hear oral arguments on the most oppressive mandate of them all: the Do Not Remove Under Penalty of Law Man- date. I predict this mandate will
be ruled constitutional because removing that mattress tag is really a tax, not a penalty.
