Congress To Mandate Hangovers The individual mandate has
passed Constitutional muster. Lucy Van Pelt (Chief Justice Roberts) has pulled the foot- ball (Affordable Care Act) away from Charlie Brown (conserva- tives) at the last second—I sus- pect this will not be the last at- tempted kick at this particular football. Congress has already swung their collective legs and missed this ball 31 times and counting. Say what you will about the 112th Congress, but they are persistent little bug- gers, aren’t they? Next week they have scheduled a prayer breakfast to celebrate the feast day of Our Lady of Lost Causes.
This was not the first gov- ernment mandate to be chal- lenged, and it certainly will not be the last. In the Great Battle over the constitutionality of the individual mandate por- tion of the ACA, we lost sight of some other epic fights over proposed individual mandates. When we forget history, we are doomed to repeat it. We should never forget that mandates can be a slippery slope. One day it’s a tax on tea; tomorrow, it’s your uterus. Today there are four other individual mandates under consideration in Congress, each with its own unique costs and
benefits. In light of the ACA de- cision, these should be recon- sidered: Ms. Manners Mandate (sponsored by MADD—Mothers Against Disrespectful Dialogue). This well-known mandate was incubated in the Heritage Foun- dation in the early 1990s, and has generally been considered a conservative article of faith, until some Democrats began to embrace the idea. HR 2015 calls for manda-
tory timeouts for non-compli- ant individuals under the age of 13. This law would require the liberal use of ‘please’ and ’thank you’ at all dinner tables
and when speaking with adults in a public setting. Conserva- tives, who generally support the mandate as a matter of per- sonal responsibility, stripped the requirement that these polite words be used in private homes, viewing that as an at- tack on parental rights. The bill is being held up while Tea Party advocates push for the timeout penalty to be replaced by a good spanking. Progressives have labeled this mandate “socialism.” Car Magnet Mandate. HR

mobile by charging them more for gasoline at the pump. While Republicans consider this a tax on gasoline, Democrats have countered that it is a tax cut for drivers who have slapped that decorative ribbon on their rear ends. Democrats insist that the car magnets themselves should not be considered an entitle- ment; drivers would need to purchase them from state ex- changes organized to encour- age competition and keep mag- net prices low. There would be subsidies for families who are below the federal poverty level who need car magnets. Conservative lawmakers
