South Carolina Studies Effect of
Turning Buses Over to Local Districts South Carolina has been the state to watch this year, as
the General Assembly in January began looking at a bill that would turn over the state-run busing system to individual school districts. The “South Carolina School Bus Privatization Act of 2012” would prohibit the state Department of Educa- tion from owning, purchasing or acquiring additional school buses as of July 1, 2015. While it looked like the bill, H. 4610, was going to be pushed
through, the House voted to replace it with a new version that calls for a study committee to provide a final report to each house of the General Assembly and to Gov. Nikki Haley’s office

NASDPTS Works Toward True Nationwide Count of Illegal
Motorist Passings Last year NASDPTS began to take count on the number of il-
legal motorist passings of school buses nationwide and released its findings based on a one-day count (September 2011, page 12). Twenty-eight states participated in this first study, which was released at the 61st Southeastern States Pupil Transportation Conference in July 2011. Based on the one-day count from the first survey, NASDPTS
said real-world incidences could occur more than 150,000 times a day nationwide. It also reported that drivers operating 111,914 school buses noted 37,756 total passing incidents and 76,685 to- tal passing vehicles. Florida reported the most passing incidents. NASDPTS plans to release its second annual report later this summer. In the meantime, cities and states continue to take
