semester can buy daily permits at the P-and-D machines on the upper floors of the garages. “We put the machines on every other floor, but students quickly learned to stop in front of a machine, purchase a ticket, and then drive to an open spot, often on a floor where no machine is located,” Holt said. “It took almost no time for them to become accustomed to the new system and become experts in it.” The university has 11,000 spaces serving 30,000 students. Half of the parking spaces are in garages and half on surface lots. It issues 16,000 permits. “We issued 24,000 before 2008, but the recession cut deeply into our enrollment – we lost 21% in the last five years. We issued just over 19,000 this year,” he said. “Many students elect to take their first two years at a local, less-expensive community college, and then they transfer to the university for their upper division work and their degree,” Holt added. Many students choose not to purchase the hangtag permits,

Most machines are hardwired to main power, but some on surface lots use solar panels for electricity. All are connected to the system’s cloud-based database through a cellphone network.
