Basic Knowledge—You must be
knowledgeable about: • And have clinical experience in the diagnosis and treatment of substance abuse-related disorders;
• How a SAP function relates to employer interests in safety-sensitive duties;
DOT wants to get those employees evaluated and treated as quickly and effectively as possible, and enable them to return to their jobs with all reason- able assurances that they can perform their duties safely. Through detection, deterrence and treatment, SAPs serve as “gatekeepers” for this return-to- duty process.
How do I become a SAP? To become a SAP, you’ll need to meet
specific requirements for credentials, basic knowledge, and qualification train- ing, as follows: Credentials—You must be one of
the following: • Licensed physician (Doctor of Medi- cine or Osteopathy);
• Licensed or certified social worker; • Licensed or certified psychologist; • Licensed or certified employee assis- tant professional;
• 49 CFR Part 40, Subpart O, Section 40.281, as well as DOT agency regula- tions for those employers whose employ- ees you evaluated, and other relevant DOT SAP Guidelines. In addition, you must also stay current on changes to these materials. (See htp://

What is 49 CFR Part 40? This document presents DOT’s
“required procedures for conducting workplace drug and alcohol testing” for the federally regulated transportation in- dustry. It provides information about an employer’s responsibilities, procedures for sample collection and tests, drug testing labs’ relations with MROs, con- fidentiality and release of information, and in particular, Subpart O, Substance Abuse Professionals and the Return-to- Duty process.
