Unlike any other citizens of Maryland, medical negligence plaintiffs are barred from the courthouse unless they first file a certificate of an expert meeting certain qualifications laid out by the legislature. Tese qualifications include that the expert be in the same or a related specialty as the defendant. Te plaintiff in this case filed such a certificate against the defendant, a vascular surgeon. However, the certificate was executed by an anesthesiologist. As a result of this alleged technical deficiency, the Circuit Court granted summary judgment to the defense in a case which this Maryland- licensed medical doctor had certified as valid.
