Texas House
Contention in the State house swells as the onerous issue of Redistricting is addressed. The House Calendars sets HB 150—the New House District lines—for debate on April 26. Late on a Sunday night on April 3, the Texas House of Representatives passed a budget with the vote 98 to 49. This vote took place with two Republicans voting against along with all Democrats.
House Bill 1 details a $164.5 billion budget for the next two years—which would trim
$23 billion from current state and federal spending. Reports have indicated the state faces a shortfall estimated at $27 billion through the next two years when taking into account money needed to continue current services for a growing population. The House has voted to bridge about $4 billion of the budget gap with cuts this fiscal year and the utilization of $3.1 billion from the rainy day fund, which is all Governor Rick Perry said he is willing to spend. Senate Finance Committee approved the budget on an 11-4 vote on April 21. The bill’s next action is to move to the floor of the Senate, and would take $3 billion out of the state’s Rainy Day Fund over the next two years to balance the budget for 2012-13.
With the looming adjournment of the Texas Legislature’s regular session on June 1, the legislature is constitutionally required to pass a budget and must redistrict Texas' congressional districts, or meet in a special session called by Governor Perry.
