Submissions are reviewed and evaluated by the Public Art Committee, which will make a final recommendation to City Council for approval of the project and artist. In all instances, the final decision regarding commissions rests with Council.
A contract between the artist and the City provides the guidelines for the working relationship between the parties during the creation and installation of the work.
MAINTENANCE OF THE COLLECTION: Maintenance of any public art collection can range from annual cleaning to major repairs arising from vandalism. City staff is responsible for regular upkeep and maintenance of the collection and their work is guided by professional advice from the Kelowna Museums Society’s professional conservator. By means of regular condition assessments and maintenance reports, emerging concerns can be identified and addressed. For major repairs, the artists are consulted and may be engaged to perform the repair work. In accordance with the moral rights afforded in the artist contract, artists are advised in the event of a relocation or de-installation of their work.
The budget for maintenance is a combination of allocations within the City’s regular capital maintenance budget and the Public Art Reserve Fund.
