Rear Admiral Sam- uel Perez is deputy director, Joint Inter- agency Task Force South. A native of El Paso, Tx., Rear Admi- ral Perez graduated from the United States Naval Academy on May 28, 1980. At sea, Rear Admiral Perez served as
electrical officer and main propulsion assistant aboard the USS Paul F. Foster, and operations officer aboard the USS Knox and the USS Bunker Hill. His three at-sea commands include command of the USS Reclaimer, command of the USS Vincennes and command of Destroyer Squadron 15.
While in command of DESRON 15, Rear Admiral Perez deployed ships on long- range surveillance and tracking missions in the Sea of Japan, completed multiple deployments with the Kitty Hawk Strike Group, coordinated and participated in
Rear Admiral Ronald J. Rábago assumed duties as the assistant commandant for acquisition and chief acquisition officer in June 2009, following a two-year assignment as the Coast Guard program executive officer. As CAO, he directs efforts across all Coast Guard acquisi- tion programs and related procurement management, contracting and research and development activities to execute the service’s current $27 billion acquisi- tion investment portfolio.
In his previous assignment as the Coast Guard’s program executive of- ficer, he oversaw the execution of all Coast Guard acquisition programs and projects, including Deepwater, which provides for the maintenance, modern- ization, and recapitalization of surface, air, command and control, and logistics assets for the Coast Guard’s multiple maritime missions.
Rear Admiral Rábago has also served as director of personnel management at
over 10 combined joint operations in the Pacific area of responsibility and participated in numerous anti-submarine technol- ogy and tactics develop- ment exercises.
Ashore, he served as the program integrator for the Navy Theater Wide
Theater Ballistic Missile Defense program at the Ballistic Missile Defense Organi- zation, as the head of the Future Ships Branch in the N76 Division of the Chief of Naval Operations, on the Joint Chiefs of Staff as the assistant deputy director for Regional Operations and executive assistant to the assistant to the chairman of the Joint Chiefs of Staff. In the Navy Central Command area of operations he served as both the NAVCENT chief of staff and deputy commander, 5th Fleet. Rear Admiral Perez earned a master’s degree in strategic planning at the Naval Postgraduate School at Monterey, Ca.

Rear Admiral Rábago is a 1978 graduate of the Coast Guard Academy, earning a Bachelor of Science degree in ocean engineering. In 1983, he attended the University of Michigan and earned Mas- ters of Science degrees in naval architec- ture and marine engineering, and in me- chanical engineering. In 1995, he was named the Coast Guard’s engineer of the year, and in 1996, he attended the Naval War College, where he earned a master’s degree in national security and

strategic studies. Rear Admiral Rábago is a licensed professional engineer and has earned a program manager level III certification.

Brigadier General Joe E. Ramirez, Jr. became the deputy commander of J-5 (Department for Policy and Plans) of the U.S. European Command based in Stuttgart, Germany in May 2008. As deputy head of the planning depart- ment of EUCOM, he works in coopera- tion with NATO member states to estab- lish a stronger partnership for keeping Europe safe. Prior to this position he was the assistant division commander (Maneuver), 2nd U.S. Infantry Division, South Korea. Brigadier General Ramirez was picked for this position during the annual general officer shuffle in 2007. He has commanded at the battery, bat- talion and division artillery levels, and has served in demanding staff positions as well. He was the deputy chief of staff, U.S. Central Command, MacDill Air Force Base, and Camp As Saliyah, Qatar, from August 2003 to August 2005 dur- ing Operations Enduring Freedom and Iraqi Freedom. His extensive military schooling includes a master’s degree in strategic studies, U.S. Army War College, Carlisle, Pa., and a master’s degree in management from Webster University, St. Louis and the Command and General Staff College, Fort Leaven- worth. Brigadier General Ramirez served as deputy commander, Combined Arms Center for Training, U. S. Army Training and Doctrine Command, Fort Leavenworth, after he was nominated for appointment to the rank of brigadier general in August 2005.
