Rear Admiral Joseph Castillo assumed his duties as commander, Eleventh Coast Guard District in July 2009. The Eleventh Coast Guard District encom- passes the states of Cali- fornia, Arizona, Nevada, and Utah, covering 3.3 million square miles of coastal and offshore waters that extend 1000 nautical miles off of Cali- fornia and south to the Colombian/Ecuadorian border in South America.


Prior to this assignment, he served as the director of response policy at Coast Guard Headquarters. In this position, he oversaw the development of strategic doctrine and policy guidance for Coast Guard forces to accomplish operational maritime missions in the areas of law en- forcement, search and rescue, counter- terrorism and defense operations,


incident management and preparedness.


Rear Admiral Castillo previously commanded Group New Orleans. As the 8th district chief of operations in New Orleans, he was instru- mental in leading the Coast Guard’s efforts to rescue and evacu- ate over 33,500 people from the New Orleans, Mississippi and Alabama coasts following the


devastation of hurricane Katrina.


Rear Admiral Castillo’s special duty assignments included officer in charge of Forward Operating Base, Guanta- namo Bay, Cuba, during Operation Able Manner. Castillo earned a Bachelor of Science in management from the Coast Guard Academy in 1978, and a Master of Science in industrial relations.

United States Marine Corps Major Gen- eral William D. Catto is currently the chief of staff of the United States European Command. He assumed the post in 2006, becoming the first U.S.


marine to hold the role. Over his past 10 years in command, he’s served at the lieutenant colonel, colonel, brigadier general, and major general ranks. Prior to this assignment, he led the Marine Corps Systems Command and served concurrently as a com- manding general for the Marine Corps Warfighting Laboratory and vice chief of the Office of Naval Research. He received his baccalaureate degree from Bethel College and his master’s degree from Webster Univer- sity. A distinguished helicopter pilot, Major General Catto has amassed more than 4,100 flight hours in 13 types of aircraft. Among his duty assignments, he served at Marine Corps. Headquarters in Washington, D.C., as the rotary-wing as- signment officer, prior to being named administrative assistant to the deputy commandant for aviation.

U.S. Navy Rear Admiral Anatolio B. Cruz III assumed his current assignment as deputy commander, U.S. Naval Forces Southern Command and deputy commander, U.S. Fourth Fleet in February 2010. Rear Admiral Cruz graduated from the Naval Acad- emy in 1980. Four years later, he joined the staff at the academy and served as admissions officer and congressional liaison officer. In 1986, he accepted a commission in the U.S. Navy Reserves. He has held numerous operational and staff positions in the special operations and warfare areas, including multiple tours of duty within the Navy Expedi- tionary Combat Enterprise and Naval Special Warfare community.


While in command of Naval Special War- fare Unit Two, his unit was awarded the 2001 Leo Bilger Award for outstanding mission effectiveness. While command- ing Harbor Defense Command 207, he twice served as commander in support of Vieques Security Operations, where the units under his leadership received the Meritorious Unit Commendation for exceptional performance. He is a qualified advanced military parachutist. As a civilian, Rear Admiral Cruz is the executive vice president, chief legal of- ficer and corporate secretary for Scripps Networks Interactive, Inc. a leading media and entertainment company based in Cincinnati. He holds a master’s degree in marketing from the University of Maryland and J.D. degree from The Columbus School of Law at The Catholic University of America.
