Army Lieutenant General David M. Rodriguez holds the U.S. military’s second-highest rank. He became the first commander of the international security assistance force joint command on Oct. 12, 2009. His mission for this NATO command is to direct day-to-day operations of coalition forces across Afghanistan while partnering with the Afghan security forces and institutions to help Afghans achieve a durable stabil- ity that will prevent terrorist and violent extremist groups from again taking root in Afghanistan. Additionally, Lieutenant General Rodriguez became the deputy commander of U.S. forces in Afghanistan in March of this year.
A native of West Ches- ter, Pa., he graduated from West Point in 1976 and has com- manded the 2nd Bri- gade of the 82nd Air- borne Division as well as the 2nd Battalion of the 502nd Infantry,
Rear Admiral Patrick H. Brady as- sumed duties as deputy commander for Undersea Warfare (SEA 7) at Naval Sea Systems Command in 2008, with responsibility for the safety, certification, maintenance and modern- ization of the submarine fleet. Selected for flag rank in 2007, he served as the 44th commander of the Naval Unde- rsea Warfare Center while also serving in the Office of the Chief of Naval Operations as the deputy director of submarine warfare. Prior, he served at sea aboard the USS Lewis and Clark, the USS Omaha, and the USS San Fran- cisco. From 1997 to 2000, Rear Admiral Brady served as commanding officer of the USS Portsmouth. During this tour, the ship was awarded the Commander Submarine Force U.S. Pacific Fleet Silver Anchor Award for retention excellence, and the Tactical Readiness Evaluation Top Performer and the Squadron Battle Efficiency, Engineering, Navigation, Communications and Damage Control Awards.

manager and subse- quently as a program
manager for the Virginia Class Subma- rine Program Office, the Submarine Combat and Weapons Control Program Office, and the Advanced Undersea Systems.
Rear Admiral Brady is a 1981 gradu- ate of the Naval Academy, where he received a Bachelor of Science in ocean engineering. He has earned a Master of Arts in national security affairs from the Naval Post-Graduate School, and com- pleted Navy nuclear power training and Level 3 acquisition training. His awards include the 2008 Hispanic Engineers National Achievement Award Confer- ence (HENAAC) award for Executive Excellence.

101st Airborne Division. As a major, he served as the operations officer of the 1st Battalion 505th Parachute Infantry Regiment during Operations Desert Shield and Desert Storm, and served as a J3 plans officer for XVIII Airborne Corps during Operation Just Cause.
Lieutenant General Rodriguez is a gradu- ate of the Infantry Officer Basic Course, the Armor Officer Advanced Course, the United States Army Command and General Staff College, the School of Advanced Military Studies, the United States Naval War College, Joint Force Land Component Commander’s Course, and the Pinnacle Course.
Prior to this assign- ment as commander, ISAF Joint Command, Lieutenant General Rodriguez served as the senior military as- sistant to the secretary of Defense.
