House and State Department started drawing up talking points for a fourth round of sanctions discussions at the U.N. Security Council, the Iranians made an announce- ment of their own. According to a notice to mariners and airmen -- filed in accord with the U.N. Convention on the Law of the Sea -- the Iranian navy and maritime forces of the Iranian Revolutionary Guards Corps are conducting a three-day military exercise in the Persian Gulf, Gulf of Oman and Strait of Hormuz. Twenty percent of the world’s crude oil passes through these waters. As the Iranians intended, the price per barrel immediately jumped. According to conventional

wisdom, there is nothing anyone can do short of mili- tary action to prevent Iran from acquiring nuclear weap- ons. The flaccid response to Iranian internal dissent means there will be no “re- gime change.” The Israelis know they can’t get to the Ira- nian nuke sites and missile facilities without U.S. acqui- escence. The Iranians have taken Mr. Obama’s measure and concluded he just isn’t up to any of that. But there is one thing,
