well as shipping out paper waste in the empty boxcars. After rehabbing a section of the


former Ford plant, Huhtamaki began production late in 2013. NS would come east once a week to switch Huhtamaki and the Peebles tie plant, but the company wanted more service than the railroad was willing to provide. With this in mind, the state and the Ohio Rail Development Commission (ORDC) began working with NS on the possibility of a lease of the Peavine to a shortline operator who would provide Huhtamaki


with the service that the plant wanted. An operator was found in Frontier


Rail, a shortline conglomerate owned by Paul Didelius. An agreement among all involved parties was reached in February of 2014, and in March the lease agreement was filed with the Surface Transportation Board for approval. CCET would lease the Peavine from Clare to Williamsburg. The Peebles tie plant was already scheduled to close, and with Winchester Ag no longer receiving regular traffic, the lease would involve only the

trackage to serve Huhtamaki plus any traffic that could be developed from former customers on that segment. The rest of the Peavine beyond Williamsburg would fall silent, railbanked like the east end beyond Peebles has been for several years. Norfolk Southern ran a final eastbound local on April 24, 2014, picking up any stored freight cars and switching Huhtamaki and the Peebles tie plant. The SW9 owned by Winchester Ag was also picked up, but mechanical problems sidelined the move until the following day. Train T51 returned west for the final time on April 25, dropping the SW9 at Afton Yard along the way. The elevator and CCET had reached an agreement to store the switcher, and it was later moved to Ancor Yard. CCET took control of the railroad on April 28, 2014, and interchange was established at Clare Yard.


A New Beginning: CCET The CCET made its first run on April


30, 2014. The railroad’s own motive power had not arrived yet, so leased RJ Corman GP38 No. 3863 powered the
