A new Strategic Forum Plant Safety Group guidance document on “Competence to Operate Construction Plant” has been published


by the CPA (Construction Plant-hire Association). The new “Competence to Operate Construction Plant” document aims to clarify methods for employers to manage, develop and record employees’


competences to operate all types of plant. The HSE and CITB were key participants, alongside a wide range of other organisations. The guidance covers management of training and management of experience as well as management of competence. Construction plant, in particular mobile plant, has the potential to cause fatalities and serious injury. Consequently it is essential that people who operate


construction plant are competent to do so. The duty to ensure that plant operators are competent rests with their employer and the process of ensuring competence requires cooperation between employers, training providers and operators, all of whom have a significant part to play in the process. Many organisations see training and possession of a card as a proxy for competence; this is a dangerous assumption. It may indicate a general level of


ability to operate plant but does not take into account the difficulty of the task, the complexity of the environment or the experience of the operator. These all have a bearing on the successful management of the task. This new document is intended to provide guidance on the management of the competence of plant operators, clarifying methods for employers to


manage, develop and record their employees’ competences and meet their duties under the Health and Safety at Work etc. Act, PUWER (Provision and Use of Work Equipment Regulations) and CDM – the Construction (Design and Management) Regulations. Achieving the necessary competence to carry out a particular task is set out as a four-stage process: Selection, Training and Assessment, Developing


Competence and the final stage, Life Long Learning. Hire Awards of Excellence The 40th anniversary celebration of the Hire Association was held recently at the Savoy in London where the 2014 Hire Awards of Excellence were presented. Independently judged, the awards genuinely recognise excellence throughout the Hire Industry acknowledging the successes of the hirers and suppliers along with successful individuals who set the standard. Without doubt these awards are the Industry’s most sought after accolade. Amongst the winners was Shaun Palmer of HSS who picked up workshop


manager of the Year and also went on to collect the Hire Achiever of the Year gong. “The judges said that the winner seized the opportunity, concentrated on


developing their operation, reducing cost and improving efficiency. This required clear thinking, planning, application and an amazing determination to succeed.”


It’s Showtime for SMC


on the Silver Screen Leading supplier of site equipment, Morris Site Machinery, is making its mark on the film and television industry in 2014 as one of its latest SMC lighting innovations is helping to illuminate the sets of some of the UK’s biggest productions. On Location Hire, who supply location equipment to the UK’s events,


television and film industry, were the first to purchase the new SMC TL-90 LED lighting towers from Morris Site Machinery, hiring them out to the production companies behind American serial drama, 24; Stuart Beattie’s I, Frankenstein and the latest production being shot at Warner Brothers Studio, Leavesden. The lighting towers are currently being used to support the production crew back stage. Launched earlier this year, the SMC TL-90 LED lighting tower is an


advancement of the original market leading TL-90 with the already established low noise level and an additional LED lamp to boost performance. It’s the first of its kind in the UK, operating with a 1500rpm Kubota Water Cooled engine which is recognised for its performance. The lighting tower is one of the most economical on the market with five 240 watt LED lamps which emit 113,000 lumens and have a lifespan of up to 50,000 hours. A new feature is the ability to run the machine from mains power via a


changeover switch. Alternatively, three towers can be linked together to run from one engine, offering further fuel saving benefits at the same time as providing more coverage.
