The UK’s ‘Point of Consumption’ tax regime for online has been described as ‘a hammer blow’ for the Gibraltar economy.

Peter Howitt, Chief Executive of the Gibraltar Betting and Gaming Association has warned that changes to tax and new licensing requirements could even force Gibraltar-based companies to leave as they try to remain competitive.
Mr. Howitt said: “The changes will undermine the excellent protection afforded to UK customers by Gibraltar and its online gambling operators, who currently supply the majority of UK consumer online gambling transactions.
The legislation will see the UK Gambling Commission licence and regulate operators even if they have little or no connection to the UK or even Europe.
“The UK government’s plans take no account of the need to assess an operator with reference to the jurisdiction in which they are based, the quality of local regulation and the need for mutual agree- ment on a wide range of other regulatory matters, including anti money laundering, data protection, consumer protection, contract enforcement and payments protection,” Mr Howitt explained. “
By putting the Gambling Commission in the posi- tion that it is licensing and regulating overseas operators in a vacuum in places where it has no
proper information gathering, monitoring or enforcement powers, the UK government ignores many crucial regulatory issues that are necessary to protect British consumers from harm. This, combined with the planned UK POC tax measures will see significant damage dealt to Gibraltar’s economy.
“Operators on The Rock will be forced to cut costs or even relocate in order to stay competitive against unlicensed and untaxed operators. The human impact of the bill is also potentially signifi- cant. More than 10 per cent of Gibraltar’s work- force is employed in the gambling sector and it makes up around 20 per cent of the country’s GDP, so any bill which saw this vital part of the econo- my eroded requires more careful consideration.”
“As we get closer to the final stages of the legisla- tion, we once again urge the British government to reconsider its plans in light of the effect they would have both on the Gibraltar economy and Britain’s consumers,” summarised Mr. Howitt of Gibraltar’s stance.
Ireland The introduction of the Irish Gambling Control Bill might be postponed to 2015, as it has failed to make it into this year's parliamentary calendar. A push to 2015 involves the risk that the Bill will not get attention from the Parliament before the 2016 general elections. The Gambling Control Bill covers arcades, casinos, lotteries, retail and online gambling. Some stakeholders have speculated that priority instead might be given to the Betting (Amendment) Bill, which will introduce betting duties and licensing obligations for online bookmakers and betting exchanges.
Ladbrokes signs Playtech deal to accelerate online presence
UK Ladbrokes, Britain's second- largest bookmaker, has posi- tioned itself for a stronger push into online and mobile gambling through a tie-up with specialist software developer, Playtech.
Shares in Ladbrokes jumped to their highest in five years, encouraged by the prospect of the company taking a bigger share of the fast-growing online market via the deal with Playtech. The betting firm will take on 40 staff from Playtech to form a new digi- tal marketing team. Ladbrokes' customers will get access to Playtech's 200 casino games this

year, before their gaming assets are eventually merged onto one platform. Ladbrokes, a familiar sight in Britain's town centres with 2,200 retail outlets, has struggled to keep up with the online offering of UK market leader William Hill.
In March, William Hill took full control of the internet venture it previously operated with Playtech, buying out the latter's stake for £424m as it looks to expand online.
The online gambling sector is seeing a wave of consolidation and deals as individual states in
the US move closer to legalising online play. Ladbrokes said the deal with Playtech should help spur its own growth.
"I'm very confident that over the next five years this is going to allow us to accelerate underlying earnings growth," said Ladbrokes Chief Executive Officer, Richard Glynn.
Playtech will be entitled to royal- ties generated under a software agreement with Ladbrokes and a "success fee" based on 27.5 per cent of any increase in Ladbrokes core earnings for 2017.
Playtech will receive an early instalment of its success fee if increases to core earnings of £35m , £70m and£ 100m are achieved in any of the three years up to 2017.
