The more things change…
We are well and truly into 2014, and the start to this year is no exception to previous years. As usual, the CIPP’s Policy team is lobbying for change and attending consultation forums. Below is a summary of just one of these consultation meetings

meeting of the Employment Consultation Forum (ECF) was held on 8 January 2014. It was a very packed meeting, which we are sure you will agree. Karen Thomson co-chairs the ECF meetings with HM Revenue & Customs (HMRC), and 2014 saw a change to the HMRC co-chair. Wayne Sumner has moved on to pastures new – good luck, Wayne – and Maggie Anderson has taken over. Many of you will be familiar with Maggie as she was one of HMRC’s main real time information representatives. We look forward to working with Maggie on employer issues over the coming months and, hopefully, years.
HMRC update Firstly, HMRC provided us with an update on their progress which included statistics in respect of their postal responses and call answering. These of course can be found on HMRC’s website for those with a keen interest in this area. HMRC also provided a useful update on intelligent telephony automation (ITA), which is its new telephone system. A

number of members reported last year the difficulties they were having with the new system such as accents not being understood etc. HMRC confirmed they have made significant progress with some of these issues.

...MAJOR CHANGES TO HMRC’S EMPLOYER HELPBOOKS E.G. THE ‘E15 SMP GUIDE’; IN SHORT, THEY ARE NOT GOING TO EXIST...
Digital We then had an update from HMRC in respect of their digital – PAYE online for employers – progress accompanied by an update from the Digital Cabinet Office in respect of
Gov.uk. The two are very much
linked as a lot of the guidance that is currently available on HMRC’s website will be transferring over to
Gov.uk. The Policy team is reserving judgement on whether this is a good or bad thing until after a meeting on 6 February. We need to accept that things are
changing and the government has a rigorous agenda to move into the digital age and this next meeting will be used to demonstrate how
Gov.uk will display HMRC data. The Policy team’s main concern is that many believe digital to be in real time no matter what we do, similar to online banking, and we are not sure whether this is really what the immediate future looks like for
Gov.uk at the moment. There are going to be some major changes to HMRC’s Employer helpbooks e.g. the ‘E15 SMP guide’; in short, they are not going to exist as all the guidance will be available via
Gov.uk. The CIPP carried out some informal research and found that members who use these booklets, do so mainly for the tables to manually work out the various dates. The CIPP will therefore be providing the profession free of charge
