A Unique Proposal

Posner III pitched a proposal to the Borough Council that it use its power of eminent domain and condemn the Uni- versity’s ownership of the station. Pos- ner’s Railroad Development Corpora- tion (RDC), parent company of the Iowa Interstate Railroad, would provide the funding for the Borough to purchase the building and continue its operation as a train station. RDC would form a private-public partnership with the Borough, which would share ownership of the station preserving the existing infrastructure while keeping it closer
