Predictive Policing, Mobile and Situation Awareness

services. Our recent achievements include an in-

vehicle mobile data solution called Mobility developed in partnership with ACPO ITS that encompasses the users’ requirements for an intuitive mobile companion utilising intelli- gence, tasking and briefi ng to drive offi cers where demand is or is anticipated. Further from this work Innaxys is develop-

ing with partners new concepts of policing where intelligence and data analysis are used to predict demand and optimise re- sources deployment. At the other end of the spectrum, Innaxys

develops Telecom Forensics solutions oper- ated by Police Telecom Intelligence units to build evidence and exhibits that are present- ed in court to support criminal cases. A day in a police force involves many du-

ties, such as offi cers responding to emer- gency calls and others patrolling neighbour- hoods. Looking just at in-vehicle patrol units and

their operating cost when considering sala- ries, contributions, vehicle mileage and the depreciation, it is about £350 spent each day for a single crewed unit while a double crewed response unit can go up to about £700.

Summed over the year these are hun-

dreds of thousands of pounds spent in de- livering front-line services to the community. Yet the tools available to most forces to task and communicate intelligence to offi cers so that they can perform effi ciently are very ba- sic: Outlook calendar, Command & Control lists, and PowerPoint briefi ngs at the begin- ning of the shift.

The Vauxhall Ampera is a fi rst example of all-integrated Police patrol car developed as part of ONEBOX to provide en-route intelligence to the crew.

Through various initiatives working with

the police community, we have embarked in developing the tools to make front-line ser- vice more effi cient by: • building a common picture that enables offi cers to contribute to a common tasking & briefi ng knowledge base also enriched with intelligence, analysis and lower grade incidents created in the command & con- trol.

• providing situation awareness on the move with a mobile solution that is avail- able to offi cers on-foot and in-vehicle. The Mobility in-car solution presented above, while complying with section 109 and other security regulations does not have to be blanked when driving and so it can act as an offi cer’s companion, advising on where to go in order to anticipate demand and deliver more. The same way this so- lution can warn offi cers of dangers when approaching a hotspot in designated con- ditions.

• analysing intelligence and reports from the fi eld to predict demand and send re-

sources where we expect them to make a signifi cant diff erence. For too many years, mobile data has been

a remote access to back-offi ce systems, pro- viding a collection of buttons and forms available from mobile devices. We believe there is more to it that can be done to sup- port policing and we are working with police offi cers, putting the users in the driving seat, to build a new concept of Predictive Policing with supporting mobile data that will take of- fi cers to demand where and when it matters.
