Ian Charman, an equity partner at Turner Morum LLP chartered surveyors, has been running the HTA business rates advice line almost continuously since 1987. Having started his career as a chartered surveyor in the valuation office, since 1985 Ian has concentrated on business rates services, particularly on specialist classes of properties, including garden centres, retail nurseries, retail and wholesale markets. He has headed national negotiations with the Valuation Office Agency on the basis
of valuation for garden centres and retail nurseries for the last five quinquennial national revaluations (1990 to 2010), through which work he has helped to significantly minimise rates liabilities for HTA members for a period of 27 years. In addition to these industry-wide
services, Ian and his five-strong rating team have been happy to provide active and focused assistance to individual HTA members on budgeting for new assessments, advice on maximising horticultural exemptions,
