Usk flood wall refurb wins prestigious ICE award


An Environment Agency Wales project to refurbish the Usk flood wall has won a prestigious civil engineering award.


What can property owners do to protect against flood?


Whilst the future of flood insurance is unclear, there are many steps that property owners and potential property owners can take to ensure their homes and businesses are better protected against flooding.


It is vital that property owners and potential buyers ascertain their risk. If they are purchasing or leasing a property, they cannot currently rely on their surveyor or solicitor to have obtained a flood risk assessment as these are not covered in the preliminary enquiries or standard searches.


There are a number of commercial providers of good desktop flood searches that use robust data and risk models that are capable of greater accuracy than the Environment Agency’s public site (the EA also only covers river and coastal flooding). These cover ground and surface water and in some cases dam and reservoir burst. Additionally, they can model flood depth and, importantly, distinguish between properties at different elevations. They are available at a modest cost of around £20 for a residential search.


The Know Your Flood Risk campaign, www.knowyourfloodrisk.com, recently launched a ‘Homeowner’s Guide to Flood Resilience’ which offers practical advice on how homeowners can prevent and protect their home from flooding. Receiving flood warning alerts from the Environment Agency will give homeowners time to prepare their home with products that stop the water from entering the home, such as air brick, door and window covers.


It is essential that homeowners and potential buyers know the flood risk of their property. I didn’t know my home was at risk of flooding until my son woke me one morning to say that his downstairs bedroom had flooded. Had I known in advance, I could have chosen to walk away from the purchase or I could have protected my property in advance.


I urge every homeowner to investigate their flood risk, plan in advance and take the necessary steps to protect their home. With the Statement of Principles ending next year, it could make the difference between being able to find available and affordable insurance or not.


The scheme was completed in 2011, at a cost of £684,000 and significantly reduces the risk of flooding to people in nearly 40 homes and businesses in the Woodside and Llanbadoc areas of the town.


It also provides flood protection to important local infrastructure including the main A472 trunk road and an electricity sub-station.


The project won the Roy Edwards ‘Special Award’ at the 2012 Institution of Civil Engineers (ICE) Wales Cymru Annual Awards for the innovative way in which it was designed and built.


Instead of demolishing the existing flood


wall, which was no longer strong enough to protect the town from flooding, the Agency simply refurbished it.


This was 66 percent cheaper than rebuilding and work emitted 60 percent less carbon dioxide.


The judges were also impressed by the way the Agency reduced disruption for local people and the local environment – including the nearby Site of Special Scientific Interest (SSSI).
