in 2006 and is now in the seventh year of a 10-year program. Te total development and construction cost of roughly $500 million is primarily funded by a 2006 private debt placement bond sale. About 1,700 homes will be demolished and replaced with new homes, and 2,300 historic and non-historic homes will be renovated. Before construction begins on any subdi-


vision, Crowley explains, Clark does a pilot project. Tey invite residents to tour a cou- ple of model homes and give their feedback. Te ultimate product is then based in part on their response. “Now on-post housing has to compete for


everyone’s business,” Cowley explains, “It is the service members’ choice to live on or off- post.”


On main post, Indianhead Village has

Of the 493 historic houses on main post about 300 are undergoing or have undergone upgrades, which include new kitchens and addition of a first-floor bathroom. Te project company also owns historic Riverside, the commanding gen- eral’s quarters, and before Maj. Gen. Robert Brown moved in, they updated the kitchen. When complete, the total number of hous-


ing units at Benning will be roughly the same as when the program started. “Te number that we build on post is driven by the folks assigned, less what the off-post community can provide,” says Cowley. “Te Army takes the community-first approach. Where there is shortfall, that is what we provide.”

and headquartered in Arlington, Va., has had a significant economic impact in the Columbus area since it began work on Fort Benning. When they first broke ground at McGraw Village, they were one of the largest homebuilders in the region. Te Fort Benning operation currently has


about 100 salaried employees and at any given time about 300 sub-contractors. Cowley says they try to hire locally, and area companies now handle jobs ranging from grading to pest control. Te whole development team is also local with several native Columbusites. Tey stay involved in the community and support numerous events. Te Clark projects are scheduled to con-


tinue for many more years, and Cowley intends to be here to see them through. C
