All change for Italian gaming machines

Italy focuses on more security
for gaming machines to be issued by the Italian Gaming Authority AAMS will include new limits of winning and new provisions to ensure greater levels of security. The provision of technical requirements for the AWP market will be ready by

the end of March, to enable enough time to arrange all necessary actions set by law. From 1st January 2013, the slot machines will provide a different winning percentage, being a point lower than the original set at 75%. Newly set at 74%, this means that the actual machine will be still legal but, together with the new taxation, the effect should be a reduction of the gains of the operators. For this reason we expect a gradual change of the game machines installed in the field (estimated at around 400.000).
Improved security However, not only the payout - imposed by the previous decree (November 14,
2011) - will change. The administration would like to take advantage of the new decree to also require manufacturers of slot machines to improve security. At the end of 2011, AAMS started up the discussion on this matter with the industry to understand what tools could actually provide a higher level of security in the slots. According to rumors, the new laws will directly effect internal peripherals, this would possibly involve levels of encryption between various components to circumvent gaming board alterations such as the ‘cloned’ board issue which have been used to filter and alter information passed through to the AAMS through

he new technical rules by the AAMS including new pay out rules and more security are expected at the end of March 2012. The new decree
in the original document, is enough to make it inevitable to send the passage of the new decree to
the European Commission for approval. As required by Community law, any rule of a technical nature should also be examined in Brussels for a standstill period of at least 90 days, within which the Commission itself and the other Member States may forward their objections. If this does not occur, the new measure (still in draft form) can be returned to Italy and be formally adopted by the national regulator. Hence, this scenario requires to AAMS to reach a final decision regarding changes to the devices by the end of March, to enable to be ready by the end of this year.
