Al Dur Independent Water and Power Project (2008/9) GDF Suez Energy International, Al Dur, Kingdom of Bahrain


WSP completed the SEA for this IWPP. Financed by international banks, it was developed to be compliant with the IFCs Equator Principles. The facility has a generation capacity of 1,234 MWe and up to 218,000 m3 of potable water each day. We were the environmental lead between the Consortium, the Engineering, Procurement and Construction (EPC) Consortium, and the Public Commission for the Protection of Marine Resources, Environment and Wildlife (Bahrain). We ensured adherence to the requisite legislation and the SEA was delivered on-time, aiding the financial close of the Project.


Riyadh Independent Power Project (2009/10) GDF Suez, Al Jomaih Holding & Sojitz Corporation (Consortium), Riyadh, Kingdom of Saudi Arabia


WSP delivered the SEA to World Bank/IFC and Equator Principle Standards, which is a requirement of the two export credit agencies involved in the project (US Export-Import Bank and Canada’s EDC) in order to secure funding. We were commissioned by a Consortium consisting of GDF Suez, Al Jomaih Holding and Sojitz Corporation to deliver the SEA for the proposed Riyadh IPP, with a total net electrical output of 1,729 MW. We delivered the SEA to the recognised global reporting standards as it formed a critical part of the project in securing the required funding.


Shoaiba Stage III Power Project (2010) Saudi Electricity Company, Shoaibah, Kingdom of Saudi Arabia


WSP were commissioned to undertake the SEA of the proposed power plant in Shoaiba (on the Red Sea coast) approximately 110 km south of Jeddah in the Kingdom of Saudi Arabia. The SEC, a Government-owned entity in Saudi Arabia, currently has around 32,000 MW in its power portfolio. Shoaiba Stage III will be a 1,200 MW steam plant that will be oil-fired. Saudi Government policy dictates that all coastal plants must be oil-fired, whereas inland plants are gas-fired. We delivered this SEA to World Bank/IFC and Equator Principle Standards to assist in securing funding from COFACE, the French Export Credit Agency.


Regulatory Network and Environmental Standards (2005/09) Presidency of Meteorology and Environment (PME), Jeddah, Kingdom of Saudi Arabia


WSP have been working with the PME to develop a system of environmental legislation, standards, regulation and enforcement for the Kingdom of Saudi Arabia. Initially we undertook a detailed strategic review of operations across a 3 month period, culminating in recommendations to transform PME into a ‘world class’ environmental regulator. In its second phase we provided support in the design and development of a performance-based regulatory regime. Standards for water, waste, air and noise are being completed.
