he prefers this strategy over U.S. Secretary of Education Arne Duncan’s waiver plan, as the new ESEA proposal calls for unifor- mity in state accountability requirements.


There would be no specific achievement targets outlined with this new system in place. In most cases, the states would decide when to intervene in schools. Additionally, states would be required to develop plans to help the five per- cent of schools identified with the most substantial achievement gaps between “subgroup students” (i.e. students with special needs) and other students. School districts that have schools unable to close these gaps would not be able to receive top billing in federal funding competitions.


The new legislation would also require states to develop teacher and principal evaluation systems based on multiple factors, including student achievement and classroom observations. Evaluations would not be required to incorporate

“value-added” testing, but states would need to have at least four specific levels of ratings. The standardized tests that students take now would still exist, but the 2013-14 deadline where all students are required to be proficient in math and reading would not.


The reauthorization of ESEA has bi-parti- san support and will most likely be moved forward to the House of Representatives in early 2012. I encourage you to keep an eye on what is happening with this legislation, as it will dramatically change the face of public education in our country. I also encourage you to become a member of NAfME Groundswell, if you have not al- ready done so. Groundswell is an excellent resource, not only for all things advocacy, but also for keeping up on the pulse of pub- lic policy and how it relates to music edu- cation.
