CONTINUING PROFESSIONAL DEVELOPMENT

Dr Steve Ryan, medical director at Bart’s and the London NHS Trust, and Mark Edmonds, senior account manager at Premier IT, discuss revalidation.

W

ith so many elements to tick off the revalidation check list before the im-

plementation of the Medical Appraisal Frame- work, two organisations in particular are lead- ing the way with their joined-up approach and are putting a central e-system for managing revalidation at the top of their to-do list.

Leaders of the pack

In 2009, Barts and The London NHS Trust (BLT) and Queen Mary University of London’s School of Medicine and Dentistry (QMUL) es- tablished a joint workforce and education office (JWEO) to provide a collaborative, strategic and operational focal point for the integrated management of both organisations’ consultant and clinical academic workforce.

JWEO is the first of its kind in the UK and adopts a proactive approach to being at the forefront of change and innovation in the man- agement and development of its Consultant and Clinical Academic workforce. Top of its priority list: the processes and IT infrastructure to sup- port the Medical Appraisal Framework and im- plementation of revalidation for approximately 700 consultants, SAS’s and trust doctors. With Supporting Information (SI) available in so many different aspects of a doctor’s day-to-day job, JWEO knew that a single IT system was needed to bring everything together in the form of a central e-Portfolio based system.

The Postgraduate Medical Education Centre (PGMEC) at BLT had an existing requirement to implement an IT system to support clinical/ educational supervisors with recording their

progress against the professional development framework domains. Following JWEO’s time- ly formation, and with its desire to set a high benchmark for revalidation implementation, it decided to explore the possibility of combining the PGMEC’s requirements with its own, to im- plement one e-system to manage the needs of both departments. The aim was to save costs, administration time and duplication of effort by medical professionals using the system.

The right e-Portfolio system

Having devised a matrix of requirements, JWEO identified a commercially available e- system that had the capability to manage all its complex needs.

With a track record of working with other trusts and medical Royal Colleges to imple- ment systems for appraisals, CPD, trainees and to support clinical/educational supervisors, Premier IT were commissioned to provide an established solution, entirely fit for purpose at the time of need and fully developed to man- age revalidation and support the Medical Ap- praisal Framework. Upon full deployment, BLT and QMUL’s PReP (Premier IT Revalidation e-Portfolio) system will provide a quick, easy and secure way to record, collate and manage the SI needed for a successful appraisal under the Medical Appraisal Framework. This brings multiple benefits for appraisees, appraisers and responsible officers.

Benefits vs resistance It’s no secret that there is an air of scepticism

from some medical professionals surrounding revalidation but JWEO are focused on the ben- efits that efficient, well thought-out processes and systems can deliver for all stakeholders. From traffic-light reporting - showing apprai- sees their progress against appraisal require- ments, to alerts for responsible officers on ar- eas of concern as they happen, JWEO are mak- ing the process as straight forward as possible for all concerned. There will be improved data quality, minimal duplication, pre-population of information wherever possible and access to the e-Portfolio via a mobile application.

Keeping up with changes

JWEO always had to consider whether it was making the move to an e-Portfolio system too early, with uncertainties still surrounding the roll-out of revalidation and the risk that goal- posts might shift. But, at the end of the day, this process is not a quick one and any forward- thinking trust cannot run the risk of failing to plan for such a complex overhaul.

The implementation of an advanced appraisal system can never be a bad thing and the flex- ibility and future-proofing of Premier IT’s PReP system, in line with all updates to the Medical Appraisal Framework, will ensure that BLT and QMUL continue to lead the way, come what may. They are in a powerful position for a suc- cessful revalidation implementation.
