The other four bodies, which will also begin their work in earnest later this year, are the promotion and market develop- ment committee, the projects committee, the finance and administration committee and the statistics committee.


New bodies to start work


They will be chaired respectively by Uganda’s Henry Ngabirano, Guatemala’s José López Camposeco, the USA’s Damon Dubord and Marela Uruneña from Colombia. The private sector consultative board, meanwhile, which remains more or less unchanged by the new ICA, will con- tinue to be chaired by Robert Nelson of the NCA in the US. As the ICO will not really begin work


under the terms of the new ICA until later this year, most of the business in March was fairly routine. The lease on the ICO’s central London headquarters, which expires in 2017 and is currently subject to a mid-term review that could lead to a sharp rise in rent, was discussed, as were various projects pro- posed for financing by the Common Fund

sector, as he was secretary- general of the Brazilian federation of coffee


exporters for many years – Mr Silva also has a high international profile


for Commodities. The latest assessment of compliance with the ICO’s coffee-quality improvement programme was released, as were various studies. Also at the meeting, the UN Food and


Agriculture Organization (FAO) released projections of the coffee market’s outlook, which indicate faster production than con- sumption growth, and thus accumulating stocks and little scope for higher prices, in the period 2009-2019 (see table). Brazilian production is projected to grow rapidly, but among the other leading suppliers rel-


ative stagnation is foreseen for Colombia and - with no explanation given - a sharp decline for Vietnam. Brazilian consump- tion is also expected to grow sharply, with a more modest expansion in the main import markets.


Process of ratification


Procedures were also agreed in March for accession to the new ICA, which at the beginning of April had 31 exporter and six importer members (counting the EU as one). Exporting members of the 2001 treaty that have signed its replacement, but had not yet ratified, include Cameroon, the Democratic Republic of Congo, Madagascar and Rwanda, while the Dominican Republic and a handful of very small producers had not even signed. On the importing side, the only significant absentee was Japan, which announced two years ago that it was with- drawing from the ICO.The ICO is firmly back in business. It now has to show that it can make a difference in all the areas where it is called on to act by the new ICA.  C&CI
