Estonia


DSL > Elion ups IPTV subs Estonian telco Elion has increased its digital TV sub- scriber base by 25,000 year-on- year to 113,400. Elion’s DigiTV service grew its base by 5,200 in the second quarter, double the rate for the same period last year, ahead of the country’s July 1 transition to digital TV. Elion said its TV subscriber base growth was also boosted by the launch of its DVR service.


France


DTT > CSA reveals plans The French media regulator, the Conseil Supérieur d’Audiovisuel (CSA), has announced a series of initiatives to expand the services available on the country’s digital- terrestrial platform. The regulator has launched an appeal for candi- dates for a new pay-TV channel on the DTT platform’s R3 multi- plex. The CSA has set a deadline of October 15 for candidates to submit their applications ahead of a decision in December and delivery of authorisation in January. The remaining free capacity on the multiplex will be retained for the launch of new on-demand services, for which a call for candidates will be launched in September. The CSA is also planning to launch a call for candidates for a further two pay-TV channels on the R7 multi- plex in the third quarter of this year, and a further call for candi- dates to launch two HD channels on the same multiplex.

SAT > Rivals challenge FT French commercial broadcasters TF1, M6 and Canal Plus have lodged a complaint at the European Court of Justice in Luxembourg about the French state’s allocation of €450m to compensate public broadcaster France Télévisions for the removal of advertising on its channels in peak viewing hours. In their complaint the commer- cial channels allege that the European Commission gave a green light to the additional sub- sidy on the basis of insufficient knowledge of the facts, and say that the latter should have launched a full enquiry and lis- tened to the arguments made by the pubcaster’s competitors. They also point out that that the €450m allocated by the govern- ment was greater than the amount lost by France Télévisions as a result of the ad ban. TF1, M6 and Canal Plus had previously unsuccessfully con- tested the allocation of €150m from the 2008 budget to help France Télévisions. However, the EC has declared illegal France’s proposed tax on telecom providers of 0.9% of their rev- enues to support the public broadcaster.


DSL > Orange bundles OK France’s highest court has ruled that France Télécom/Orange can continue to bundle its pre- mium sports and movie chan- nels with broadband services. The Cour de Cassation’s ruling confirms a ruling made last year by the Paris court of appeal, meaning that Orange can con- tinue to provide its channels exclusively to its own broadband subscribers. Earlier, Orange has filed a complaint with the French competition regulator against rival Canal Plus over the exclusive carriage of TF1’s the- matic channels on the CanalSat platform. The move follows an


assessment by TF1 on the bene- fits of the deal that saw it con- clude that staying exclusive to CanalSat was in its interest. As a result TF1 decided to extend the arrangement, which covers channels LCI, Eurosport, Eurosport2, TV Breizh, Ushuaïa TV and Histoire, for a further two years. Orange has alleged that Canal Plus has understated the amount it would be willing to pay for carriage of the chan- nels on a non-exclusive basis. The latest complaint could add fuel to moves to regulate Canal Plus.


SAT > TNTSat at 2.3m TNTSat, the French free-to-air DTH platform, sold a total of 2.3 million receivers by the end of June. According to SES Astra, the satellite operator that broad- casts the channels from its 19.2° East orbital position, 800,000 receivers were sold between June 2009 and June 2010. The service, which offers France’s DTT channels via satellite, launched in 2007.


Hungary


CAB > Digital numbers up Hungary was home to 2.527 mil- lion TV subscribers in May, up from 2.517 million in April, according to a report by regula- tor NHH. The number of cable subscribers of the providers included in the report rose to 1.741 million in May from 1.739 million the previous month. Of these, 454,288 were for digital services (including IPTV) and 1.287 million were for analogue. The number of people using satellite increased to 785,959 from 778,006 in April. In May, the total number of digital households increased by 15,000 to 1.24 million. UPC remained the market leader with a market share of 30.7%.
