So, two years in, are all pieces are in place? On the organizational side, [they are]. We stood up a fourth B-52 squadron to have the right sort of critical mass. We worked through the nuclear posture review. So we are in reasonably good shape. But you earn your reputation every day with every activity. It requires a long-term effort and reminding our people how important it is to act with precision and reliability. The benefit of this discipline and focus in the nuclear area is it will be a model for other commands and raise performance across the Air Force.

Did that shift in focus “down range” to war efforts also result in too few personnel committed to securing nuclear weapons? There were manning issues. But it was largely a question of choosing the right priorities and paying attention. Our ethos is “send me.” With wars in Iraq and Afghanistan, folks wanted to play their part. We became more focused on supporting the fight and didn’t pay attention to deploy-in-place missions — the nuclear business, ac- quisition, [and the] processing of intel- ligence, surveillance, reconnaissance. We are back into balance.
