As monumental as the Woodrow Wilson Bridge itself are its mitigation features
One of the largest public works projects in the mid-Atlantic region, the Woodrow Wilson Bridge features four complex interchanges and more than 50 separate environmental mitigation projects.
More than two decades in the making, the $2.5 billion project led to a 7.5-mile interstate corridor widening and reconstruction, and a new 1.2- mile double bridge that crosses the Potomac River linking Virginia and Maryland.
A $50-million mitigation program was developed to compensate for environmental impacts associated with construction. The public and private sector team worked diligently to develop landmark wetlands restoration, habitat-sensitive construction and wildlife protective measures, making the project a model for transportation and design firms elsewhere.

The project is sponsored by four cooperating agencies: the U.S. Federal Highway Administration, Virginia Department of Transportation (VDOT), Maryland State Highway Administration (SHA) and the District Department of Transportation. It is so massive that a general engineering consultant was formed to support VDOT and SHA in executing it. Potomac Crossing Consultants is a joint venture between Parsons Brinckerhoff, URS Corporation, and Rummel, Klepper & Kahl.
