As a result, early fire detection in conjunction with additional measures to improve fire protection infrastructure is now a key element of damage limitation. In turn, the tank farm operating company, in


collaboration with the FRS, can now effectively respond to possible fire scenarios – even in the case of power outage or if access to the tank farm is blocked by a cargo train, as shown in the model scenarios in Figures 1 and 2. By implementing the alternative fire protection concept, the tank farm operator was able to ensure the required safety objectives were achieved and an equivalent level of safety provided. The three packages of measures were able


to compensate for the shortcomings of the fire protection infrastructure. In comparison to the previous concept proposed by the engineering firm, the TÜV SÜD solution saved the tank farm operating company roughly one third of the originally estimated costs of rehabilitation
