Experts’proposal
After the company asked the third party experts at TÜV SÜD to validate its proposed remedial plan, TÜV’s professionals noted in their review that, in effect, the list of measures proposed by the engineering firm represented the replacement of the entire fire extinguishing system and thus the existing fire protection infrastructure. Their proposal included installing three
extinguishing agent distribution systems in container form. This solution, which conformed with German industrial standards, was designed to enable remote controlled tank sprinkling and foaming, and also included the electrical, operational and control systems needed for remote controlled operation of the extinguishing agent distribution systems and installation of new pipe routes connecting the extinguishing agent systems with firefighting systems in the tank fields.

three packages of measures to achieve the following safety objectives: 1. Commissioning an early fire detection system. This includes a fully automatic infrared measurement system that detects changes in temperature in the monitored area and thus possible fire risks, before a fire can start. The infrared measurement system comprises seven thermographic cameras on pan tilt units. These cameras are permanently focused on the safety devices and valves of the tanks, pumps, motors and other electric equipment in the explosion hazard zone, filling points (filling islands for tankers), and transfer zone for unloading ships and filling tanker trains. The highly mobile cameras divide the area to be monitored into sectors, which they cover in sequence. If a predefined temperature is exceeded, the incident is reported immediately to the tank farm control centre and the local FRS. The cameras are housed in a weatherproof, ventilated and heated enclosure (see image left). Further measures include remote triggering of the extinguishing agent supply from the control centre and automation of the safety devices.
2. Rehabilitation of the existing piping system of the foam extinguishing and sprinkler systems by replacing leaking and corroded pipe sections. In addition, three fixed foam extinguishing systems in the form of foam monitors must be integrated into the system to fight incipient fires and the spread of fires. On top of this, a mobile foam monitor for maximum flexibility was to be provided.
3. Safeguarding the power supply required for early fire detection and firefighting. As power outages may have a duration of at least 30 minutes, the TÜV SÜD experts proposed the installation of an independent emergency power supply system capable of providing power supply for two hours in case of an emergency. This is achieved by battery buffering and a diesel operated emergency power unit.
Safety and economy
Following discussion of the alternative fire protection plan, it was agreed with the tank farm operating company, the responsible local authority and the FRS, and was implemented.
