HE BUSINESS Sprinkler Alliance’s chair Ian Cox defi ned competency as ‘the ability to do something successfully or effi ciently’, before citing the conscious competence model and its ascending cycle of four steps – unconscious incompetence, conscious incompetence, conscious competence and unconscious competence. Building Regulation 7 ‘requires that building work is carried out’ with ‘adequate and proper materials’ that are ‘appropriate for the circumstances in which they are used’, as well as ‘adequately mixed or prepared’; ‘applied used or fi xed so as adequately to perform the functions for which they are designed’; and all done so ‘in a workmanlike manner’. Regulations, specifi cally its 2013 amendment, only mentions competence once, in Appendix A, in relation to European testing regimes. Despite this, workmanship is cited nine times,
seven as a title only, a full quote outlining: ‘Since the performance of a product, component or structure is dependent upon satisfactory site installation and maintenance, independent schemes of certifi cation and accreditation of installers and maintenance fi rms of such will provide confi dence in the appropriate standard of workmanship being provided.’

Moving next to Approved Document 7,
Mr Cox noted that this supported Building Regulation 7, a quote from Industry Standard stating competency is ‘often interpreted as a requirement to use the degree of skill, effi ciency and knowledge possessed by those working in the trade or business that the contractor has been employed in’. A ‘reasonable’ standard of competence meanwhile may be demonstrated by ‘compliance with a standard’, ‘independent certifi cation’, ‘management systems’ or ‘past experience’. The same document also features limitations, with this applying to all building work; but in accordance with Regulation 8 and Schedule 1, standards of materials and workmanship ‘need be no more than are necessary’ for a range of points.
