URUGUAY – Turismo anuncia tres propuestas para casino en Rocha
El Ministerio de Turismo de Uruguay informo escuetamente, que “En la jornada de hoy 20 de agosto de 2021 culminó la recepción de propuestas. Tres oferentes presentaron previo a la fecha limite sus propuestas al llamado a expresión de interés bajo el régimen de iniciativa privada para la Concesión y Explotación de un Hotel y Casino Privado en la Costa Oceánica de Rocha. Los mismos serán citados a la brevedad para la apertura de sobres”. La imagen del documento enviado por el Ministerio de
Turismo uruguayo, se desprende que las siguientes empresas han pasado al próximo capitulo en la carrera por el hotel casino en Rocha: Cima Fresca S.A., Rubén Martínez Izaguirre y Trillo Sur S.A. En rueda de prensa anterior, el ministro Germán
Cardoso dijo que, “esto es parte de los planes para diversificar la oferta turística y generar trabajo en la provincia”, agregando que la licitación surge de la necesidad de diversificar la oferta turística de la provincia de Rocha. “Es un paso muy importante en la planificación de la implementación de políticas de desarrollo, donde la gestión de los Casinos del Estado y el rumbo tomado ha sido sumar nuevos aportes al desarrollo turístico del país, en una jurisdicción dotada de recursos naturales y bellos litorales en términos de brindar una oferta que no existe hoy”. Dentro del acuerdo por la licencia, las autoridades uruguayas podrían incluir la condición de que la empresa operadora construya un aeropuerto local para asegurar un tránsito más fluido hacia la ciudad costera. Alejo Umpiérrez, Intendente de Rocha, dijo: “Lo medimos con cautela, lo tomamos como un dato de la realidad, habrá que ver si pasan a la siguiente ronda”, afirmando, que “la licitación pretende una fuerte suma en garantía para evitar cualquier tipo de especulación inmobiliaria”.
GUATEMALA – Buscan revivir proyecto de ley para juegos de azar
La iniciativa 4294, un proyecto de ley para la regulación de apuestas, casinos, video loterías, bingos y juegos de azar fue presentado en abril de 2011, y recién en el 2014 la entonces Comisión de Economía le dio dictamen favorable. Sin embargo, el proyecto de ley para los juegos de azar en Guatemala sigue durmiendo el sueño de los justos Pero no podría ser por mucho tiempo más, porque según el diario local La Hora, la Intendencia de Verificación Especial (IVE), acaba de sugerir cambios y el Ministerio de Economía considera necesaria la aprobación de la ley de juegos para cumplir con el proceso de Evaluación Mutua de Cumplimiento Técnico y de Efectividad de los Estándares Internacionales sobre la lucha contra el lavado de activos, que Guatemala firmó en 2015 y a la cual está sujeta Luis San José, investigador económico de la Asociación de
Investigación y Estudios Sociales (Asies), ha declarado que es “complejo mantener controles en este tipo de actividades (juegos de azar). Siempre se prestan para actividades ilegales”, agregando que es importante crear los mecanismos legales e integrar las instancias reguladoras con personal especializado y dotarlos de los recursos necesarios. The Ministry of Tourism in Uruguay briefly stated on August 20th, 2021 that the reception of proposals for expression of interest under the private initiative regime for the ‘Concession and Operation of a Private Hotel and Casino’ on the Oceanic Coast of Rocha was completed. Three bidders submitted their proposals prior to the deadline, and they will be summoned as soon as possible for the opening of the bidding proposals. of Tourism, shows the following companies have moved on to the next chapter in the race for the casino hotel in Rocha: Cima Fresca S.A., Rubén Martínez Izaguirre and Trillo Sur S.A. In a previous press conference, Minister Germán
Cardoso said, “This is part of the plans to diversify the tourist offer and generate work in the province,” adding that the tender arises from that need to diversify tourism in Rocha province. “It is a very important step in planning the implementation of development policies, where the management of State Casinos and the course taken has been to add new contributions to the tourism development of the country, in a jurisdiction endowed with natural resources and beautiful coastlines, in terms of providing an offer that does not exist today.”
Within the agreement for the licence, Uruguayan authorities could include the condition that the operating company build a local airport to ensure a smoother transit to the coastal city. Alejo Umpiérrez, Mayor of Rocha, said: “We are looking at this with caution, taking it as a fact of reality. We will have to see how they move on to the next round,” stating further that, “the tender intends to get a strong sum in guarantee to avoid any type of real estate speculation in the area.”

Seeking to revive Gambling Bill
Initiative 4294, a bill for the regulation of betting, casinos, video lotteries, bingos and gambling, was presented in April 2011 to the Government but only in 2014 the then Economy Commission gave it a favourable opinion. However, Guatemala’s gambling laws remain in a deep sleep. However, it seems that it won’t be asleep much longer because
according to the local newspaper La Hora, the Intendencia de Verificación Especial (IVE) has just suggested changes. The Ministry of Economy considers necessary the approval of the gaming law, to comply with the process of Mutual Evaluation of Technical Compliance and Effectiveness of International Standards in the fight against money laundering. Guatemala signed up to this in 2015 and is subject to. Luis San José, economic researcher at the Association of Research and Social Studies has stated that it is “complex to maintain controls in this type of activity (gambling), which always lends itself to illegal activities.” He added that it is important to create legal mechanisms and integrate regulatory bodies with specialized personnel, providing them with the necessary resources to carry out the regulatory work.
